Solutions to promote and support farmers in agricultural production

The Party and the State always affirm that agriculture is the country's advantage and the pillar of the economy. Developing agriculture effectively, sustainably, transparently, responsibly, integrating multi-values ​​towards maintaining food security and protecting the ecological environment; developing green, organic, and circular agriculture. Building a modern, prosperous, happy, democratic, and civilized countryside; with a synchronous economic and social infrastructure, connected to urban areas; with a healthy, rich cultural life, imbued with national identity; with a green, clean, and beautiful environment; political security, social order and safety are ensured. Improving the material and spiritual life of farmers is the responsibility of the entire political and social system under the leadership of the Party. It can be affirmed that developing agriculture and rural areas, improving the lives of farmers and rural people is the responsibility of the entire Party and people, and is a key task of the entire political system.

The 6th Conference of the Prime Minister and Farmers in 2024 with the theme "Arousing the desire to get rich to build a prosperous and happy country; confidently entering a new era" held at the end of last year was even more meaningful, when the whole country faced many difficulties and fluctuations in the world situation and severe natural disasters, but under the leadership of the Politburo, the drastic and effective management of the Government and the Prime Minister, the socio-economic development targets all met and exceeded the set targets, especially in the field of agriculture.

Through 5 conferences, many issues related to mechanisms and policies to promote agricultural and rural development and promote the role of farmers have been directed by the Prime Minister to be focused on by ministries, central and local branches, creating clear and positive changes; receiving consensus and active response from the majority of farmers. In particular, from the direction of the Prime Minister, the Conference of Chairmen of People's Committees of provinces and cities to dialogue with farmers has also been organized regularly, seriously and methodically; becoming a meaningful activity, creating an important bridge between the government and cadres and farmer members.

After listening to the opinions of farmers' delegates and synthesizing the opinions of the Central Committee of the Vietnam Farmers' Union, at the 2024 Dialogue Conference with farmers, Prime Minister Pham Minh Chinh concluded on important groups of issues requiring ministries, agencies and localities to focus on solving such as: Institutions, mechanisms and policies on land, taxes, fees, charges, credit capital to create conditions for agricultural and rural development; planning work, especially sectoral planning, planning of industrial zones and clusters serving agricultural production and processing; continuing to review legal provisions to liberate resources from land, maximizing the efficiency of land; mechanisms and policies on credit capital and agricultural insurance, promoting the formation of linkage chains in agricultural production...

Dat To Seed Agricultural Cooperative (Lam Thao town, Lam Thao district) actively applies organic production model, bringing stable income to 30 members.

To concretize the above conclusions, on February 18, 2025, the Government Office issued Document No. 1311/VPCP-NN conveying the Prime Minister's opinions on implementing solutions to promote and support farmers after the 2024 Farmers' Dialogue Conference. Accordingly, the Prime Minister requested the Ministry of Agriculture and Rural Development, the Ministry of Natural Resources and Environment (after the merger, the Ministry of Agriculture and Environment), the Ministry of Finance, the Ministry of Planning and Investment (after the merger, the Ministry of Finance), the Ministry of Industry and Trade, the State Bank of Vietnam, the Central Vietnam Farmers' Union, and the People's Committees of centrally-run provinces and cities: Continue to focus on perfecting institutions, building mechanisms, policies, strategies, plans, and effectively organizing the implementation of 04 national sectoral plans in the agricultural sector. Strongly transforming from production thinking to agricultural economic thinking, from single-sector development to multi-sector cooperation and development; Promote multi-value integration in agricultural, forestry and fishery products. Develop breakthrough mechanisms and policies for breakthroughs in production, remove all barriers to land, administrative procedures, and compliance costs for people and businesses. Synchronously and effectively implement programs, projects, and tasks to promote agricultural restructuring according to 3 key product groups (national, regional, local). Summarize and evaluate the results of piloting 5 concentrated agricultural commodity raw material areas, and at the same time guide localities to build and develop concentrated, large-scale raw material and commodity production areas to meet the requirements of the domestic and export markets. In addition, reorganize and innovate production forms in agriculture and rural areas. Develop appropriate and effective production organization forms associated with the digital transformation process and digital economy in agriculture and rural areas...

Continue to review legal documents on land in the direction that all regulations aim to liberate resources from land, maximize the efficiency of land. Strengthen guidance and dissemination of regulations of the 2024 Land Law, focusing on new regulations on land allocation, land lease, land concentration and accumulation for farmers, cooperatives and other entities. Conduct a summary and assessment of the implementation results of Decree No. 58/2018/ND-CP dated April 18, 2018 of the Government on agricultural insurance, study, amend and supplement a number of articles of Decree No. 58/2018/ND-CP to soon form an agricultural insurance market. Continue to disseminate and guide the implementation of approved plans, focus on propaganda and guidance for farmers and cooperatives on regional and provincial planning.

Research on opening new markets, including the Halal food market. Review and continue to effectively implement market information work, update and promptly disseminate to farmers, cooperatives and businesses about new regulations of FTAs, as well as specific requirements of each market for imported agricultural, forestry and fishery products. Research and develop a program "Bringing national agricultural product brands to the world" for key agricultural products and export strengths such as rice, coffee, pepper, tropical fruits, seafood, etc.

The State Bank of Vietnam continues to direct credit institutions to promote lending to the agricultural and rural sectors to facilitate customers in credit relations (regarding procedures, collateral, etc.); coordinate with relevant agencies to promptly develop and submit to the Government for promulgation a Decree amending and supplementing credit policies serving agricultural and rural development according to Decree 55/2015/ND-CP, including increasing the level of loans without collateral; supplementing preferential credit policies for organic and circular agriculture to suit current actual capital needs and contribute to promoting sustainable agricultural production. At the same time, coordinate with ministries and localities to promote the implementation of specific credit programs in the agricultural sector under the direction of the Government and the Prime Minister.

The People's Committees of provinces and centrally run cities regularly grasp the thoughts and aspirations of farmers and convey the Party and State's policies to farmers, and periodically organize dialogues with farmers.

The Prime Minister noted that in the process of implementing the arrangement and streamlining of the State administrative apparatus, each ministry, sector and locality must not interrupt work, not leave areas and fields vacant, and continue to implement solutions to support and promote agricultural and rural development. After completing the arrangement, consolidation, streamlining and transfer of functions and tasks, ministries and agencies shall continue to implement the specific tasks and solutions of each ministry as stated, depending on the functions and tasks of the (new) ministry or agency.
