Van Xuan Road in Vinh City, Nghe An Province (also known as 35m Road) is severely damaged and degraded but has not been upgraded or repaired in time, posing a very high risk of traffic accidents.
"Potato bed" on 35m road
Van Xuan Street in Vinh City is one of the streets with heavy traffic in Nghe An province.
The route connects 4 communes of Hung Hoa, Hung Loc, Nghi Duc and Nghi An with Vinh - Cua Lo road, provincial road 535, national highway 46 and Lam riverside road.
Since being put into use in 2018, the road has created a driving force to attract investment, urban beautification, socio-economic development, and improve people's lives in the area.
The 35m route is an important traffic axis of Vinh City, so the traffic volume of people and vehicles is very large.
However, the road is deteriorating and damaged. In many sections, the road surface is severely rutted, creating "potato beds" that are very dangerous for vehicles.
Typical is the road section for traffic in the direction of National Highway 46 to Lam River dike, the intersection with Nguyen Phi Y Lan Street (in Nghi Duc commune, Vinh city) and the intersection with Provincial Road 535 (in Hung Loc commune).
In some places, the ruts are more than 10cm deep, creating "potato beds" on the road surface.
There are rutted sections up to more than 10cm.
Mr. Pham Chi Thanh (in Nghi Duc commune) reported: Traffic accidents often occur at the intersection of this road with Nguyen Phi Y Lan street. "I myself have witnessed 2 cases. The cause was that the motorcyclist tripped over an eel's spine and lost control and fell onto the road," he said.
Locals here reported that in recent years, the city has implemented a number of construction projects, so the number of vehicles traveling on the route has increased. In addition to trucks carrying construction materials, there are also many tractor-trailers and inter-provincial passenger cars operating.
Since then, the road surface has been seriously damaged and has not been repaired in time, resulting in more traffic accidents. People have repeatedly complained to all levels but to date, nothing has been resolved.

A leader of Nghi Duc ward shared that not only the people, but also the local government is very worried when the road is degraded but has not been upgraded or repaired, causing many traffic accidents.
The ward has sent many documents, requesting the city to invest in upgrading and repairing soon, but it has not been resolved. Recently, on February 17, the ward continued to send a written complaint.
Vinh City People's Committee has responded in writing, requesting Vinh City Construction Investment Management Board to preside over the inspection of the proposed repairs.
The rutted road creates "potato beds and eel beds"
Mr. Nguyen Ngoc Phong, Director of Vinh City Investment and Construction Project Management Board, said: Recently, the board, together with specialized departments, surveyed and proposed two options: Option 1 is to invest in expanding the road according to the planning; Option 2 is to upgrade and repair damaged and degraded locations. The city is considering funding sources to decide on a suitable option.
According to Mr. Phong, "no matter which option is chosen, construction will begin in 2025."
The traffic project connecting National Highway 46 with Lam River Road (also known as 35m Road) has a total length of more than 8km. The starting point intersects with National Highway 46 and the ending point intersects with Lam River Road, passing through 4 communes of Hung Hoa, Hung Loc, Nghi Duc and Nghi An of Vinh City.
The project has a total investment of 62.7 billion, invested by Vinh City People's Committee. Due to difficulties in capital sources, the project was divided into investment phases, phase 1 with a width of 15m was implemented in 2016 and completed and put into use in 2018.
Regarding site clearance work, for sections passing through residential land of people who have been compensated, site clearance is 35m according to the plan, while for sections passing through agricultural land, it has only been cleared according to the phase 1.
