On the afternoon of July 25, Comrade Hoang Xuan Anh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Project Steering Committee, worked with the Steering Committee Support Team of the Dong Dang (Lang Son) - Tra Linh (Cao Bang) Expressway Project (referred to as the Project).
Attending the meeting were comrades: Nguyen Trung Thao, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Le Hai Hoa, member of the Provincial Party Standing Committee, Secretary of the City Party Committee, Head of the Steering Committee's Working Group; leaders of provincial departments, branches and sectors; Chairmen of the People's Committees of 2 districts: Thach An, Quang Hoa; members of the Steering Committee's Working Group and consulting units.
The project was approved by the Prime Minister in Decision No. 1212/QD-TTg dated August 10, 2020 in the form of public-private partnership (PPP) with a total route length of 121.06 km. The total investment is about 22,690 billion VND. Project implementation period, phase 1 to 2025, investment is about 93.3 km; phase 2 continues to invest about 27.7 km. Up to now, the investment policy has been adjusted in Decision No. 20/QD-TTg dated January 16, 2023; the compensation, support and resettlement policy framework has been completed in Official Dispatch No. 402/TTg-CN dated May 6, 2022; the policy on converting forest use purposes has been completed in Decision No. 20/QD-TTg dated January 16, 2023 of the Prime Minister.
The project conducted the first investor survey in 2021. After the investment policy was adjusted, the project changed in scale, total investment and some other contents. The Provincial People's Committee posted a notice to survey investors' interest (2nd time) on the National Bidding Network on March 13, 2023 and opened on April 12, 2023. Currently, the Provincial People's Committee is implementing the next steps.
Regarding the Feasibility Study Report, after the Decision No. 20/QD-TTg dated January 16, 2023 on adjusting the investment policy, the Provincial Traffic Construction Investment Project Management Board (hereinafter referred to as the Project Management Board) directed the consulting contractor to complete the Feasibility Study Report. On February 13, 2023, the Project Management Board reported to the Provincial People's Committee for consideration and submission to the Inter-sectoral Appraisal Council for appraisal according to regulations. Next, the People's Committee continued to submit to the Inter-sectoral Appraisal Council and relevant ministries and branches for comments, completion of the dossier, appraisal and request the consulting contractor to receive and complete the Project feasibility study report.
Regarding the preparation of the environmental impact assessment report, the Project Management Board has directed the completion and submission of the environmental impact assessment report to the electronic information portal of the Ministry of Natural Resources and Environment; consulted the People's Committees of Cao Bang province and Lang Son province. On July 5, 2023, the Appraisal Council met to appraise the environmental impact assessment report of the Project. On July 20, 2023, the Ministry of Natural Resources and Environment issued Document No. 5712/BTNMT-MT on the announcement of the appraisal results of the environmental impact assessment report of the Project. Currently, the Project Management Board has directed the consulting unit to complete the environmental impact assessment report dossier according to the opinions of the Appraisal Council.
Site clearance and resettlement work The project has implemented site clearance and resettlement markers in the field, reaching 56/121.06km. The Project Management Board has handed over to the People's Committees of Thach An and Quang Hoa districts the site clearance documents and the site clearance marker system for the accepted sections, reaching 34.1km. Specifically, Thach An district has 21.3km (in Dong Khe town and the communes of Duc Xuan, Le Lai, Van Trinh, Thuy Hung). Quang Hoa district has 12.8km (in Hoa Thuan town and the communes of Hanh Phuc and Chi Thao). Currently, the consulting contractor is implementing site clearance and resettlement markers for the unfinished sections in the districts of Thach An, Quang Hoa and Trung Khanh.
At the meeting, delegates discussed difficulties and problems related to the appraisal of the environmental impact assessment report of the Project; site clearance and resettlement. Because the Project feasibility study report has not been approved, there is not enough legal basis to implement site clearance; procedures related to investment policy, licensing of construction material mines for the Project; adjustment of some technical parameters related to the route direction according to the requirements of relevant ministries and branches; next steps in implementing procedures for converting forest use purposes...
Concluding the working session, Chairman of the Provincial People's Committee Hoang Xuan Anh requested: Agencies and units continue to review and perform tasks according to assigned tasks; deploy the work of setting up landmarks and site clearance according to regulations. The Department of Natural Resources and Environment will soon implement steps to organize bidding for construction material mines serving the Project; synthesize opinions and complete the environmental impact assessment report. The Project Management Board will receive, edit and complete some contents according to the requirements of relevant ministries and branches and develop a detailed and specific scenario for the implementation of the Project from now until the commencement of construction. Regarding the capital disbursement plan, it will be carefully negotiated when the Project feasibility study report has not been approved... The province is determined to start the Project in 2023.
