Minister of Transport Tran Hong Minh has just sent a telegram to the Vietnam Expressway Administration, Vietnam Road Administration, project management boards, and investors to speed up the implementation of 8 investment projects to build rest stops on the Eastern North-South Expressway.
According to the telegram, implementing the direction of the Prime Minister, the Ministry of Transport has issued many documents requesting localities with rest stops to resolutely direct relevant agencies and units to focus on resolving difficulties, speeding up site clearance work to accelerate the progress of completing and putting projects into synchronous operation.
However, reports from the units show that the progress of implementing the 8 rest stop projects is currently very slow; problems in site clearance and construction procedures have not been thoroughly resolved, greatly affecting the goal of completing the projects on schedule, especially the urgent goal of completing essential public service works (restrooms, parking lots).
To ensure synchronous exploitation, serving the urgent needs of people and vehicles participating in traffic on the expressways, especially during the 2025 Tet holiday, the Minister of Transport requested the Directors of Project Management Boards 6, 7, 85, Thang Long, Ho Chi Minh Road to send leaders of the board directly with officers and specialists to closely monitor the scene, coordinate closely with local authorities and investors to focus on solving difficulties and problems, strengthen field work, review and urge construction progress.
The directors of the project management boards will be fully responsible to the Minister for the progress of site clearance, progress and quality of the projects. The Ministry of Transport will review and handle the responsibilities of the project participants if they fail to complete their tasks.
Investors are required to research and propose solutions for direction and management to ensure quality and progress, especially the project's critical path items; focus resources, increase equipment, human resources, supplies, materials, organize construction in "3 shifts, 4 teams", to speed up construction progress, strive to achieve the goal of completing public service works in the shortest time to meet the urgent needs of people and vehicles participating in traffic on the expressway during the 2025 Tet holiday.
"If the required progress cannot be met due to objective factors, the investor/enterprise must take over and operate the previously built temporary stations and complete the construction of the new temporary station before January 20, 2025. The operation of temporary rest stops must ensure absolute safety for people and vehicles entering and exiting the station, ensuring quality, safety, environmental hygiene, fire and explosion prevention and fighting according to regulations" - the dispatch clearly stated.
As Tien Phong has reported, 11 North-South expressway projects running through the provinces of Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh and Khanh Hoa, Ninh Thuan, Binh Thuan, Dong Nai will have 10 rest stops and fuel stations to serve people and vehicles traveling on the expressway. However, at the time of opening of the 11 projects, the investors (Project Management Boards, Ministry of Transport) and the investor have only completed the road section with a width of 2 lanes, no emergency lanes, and no rest stops and fuel stations. This is causing difficulties and obstacles related to traffic safety.
By the third quarter of this year, the Vietnam Expressway Administration said it had selected investors for 8/10 rest stops on the expressways, including: Mai Son - National Highway 45; Nghi Son - Dien Chau; Dien Chau - Bai Vot; Nha Trang - Cam Lam; Cam Lam - Vinh Hao; Vinh Hao - Phan Thiet (2 stations); Phan Thiet - Dau Giay, with the required progress being completed to serve the urgent needs of people and vehicles during the 2025 Tet holiday.
At the end of October, the Ministry of Transport said that there were 9 rest stops that had been invested in and were being built, including 6 stations that had been put into operation, 1 station that had been put into operation on one side, was investing in the other side, and 2 stations that were being invested in and built; 1 station managed by the locality will be deployed when investing in the Huu Nghi - Chi Lang expressway; 2 stations on the Da Nang - Quang Ngai and Ben Luc - Long Thanh expressways invested by the Vietnam Expressway Corporation are implementing investment procedures.
As for the 24 rest stops under the expressway projects managed by the Ministry of Transport, 8 stations have completed the selection of investors and signed contracts. It is known that these stations will basically complete essential public service works (restrooms, parking lots) before December 31 and complete all in 2025.
With 13 rest stops organizing bidding to select investors, on September 16, the Government issued a decree detailing a number of articles and measures to implement the Law on Bidding on selecting investors to implement investment projects using land, so these 13 rest stops canceled the bidding notice to select investors.
