Why is Route 830E connecting to the Ho Chi Minh City Expressway?

The project still has 85 households that have not agreed to accept compensation, which is affecting the construction progress.


On March 11th, Mr. Le Van Loc, Vice Chairman of the People's Committee of Ben Luc district, Long An province, stated that in the project to upgrade provincial road 830E, the locality is responsible for paying compensation and handing over the land to the contractor.

The An Thanh bridge, part of the provincial road 830E project, is basically complete, but there are still land acquisition issues on both sides of the bridge.

Accordingly, the project affected 878 households with an area of ​​over 40 hectares. The Ben Luc District Investment and Construction Project Management Board, in coordination with the communes, paid compensation to 793 households with a total amount of over 1.444 billion VND, reaching over 93%.

Eighty-five households, occupying an area of ​​3.48 hectares, have yet to accept compensation. The reasons include complaints about the price and legal procedural obstacles. Furthermore, the resettlement area, developed by the Provincial Center for Land Development and Resource and Environment Services, lacks infrastructure and is not yet ready for land allocation.

Faced with these difficulties and obstacles, the District People's Committee assigned responsibility to the People's Committees of communes and towns to establish teams to focus on disseminating information and persuading people to accept compensation and hand over the land. Simultaneously, they are consolidating the necessary documents to prepare for the forced land reclamation in accordance with regulations.

According to Mr. Vo Minh Thanh, Director of the Department of Agriculture and Environment of Long An province, the implementation process involved adjustments to the scale and funding for the section passing through the expanded Phuc Long Industrial Park, resulting in delays in land clearance for the resettlement area compared to the plan. The Department is urging the design consultant to complete the resettlement area drawings, after which they will be approved, tendered, and the land plots will be handed over by October.

Leaders of the Long An Provincial Party Committee and People's Committee regularly inspect the provincial road 830E project to promptly resolve any obstacles.

According to the Long An Provincial Investment and Construction Project Management Board, the Provincial Road 830E project commenced on April 21, 2023, with a total investment of VND 3,707 billion. Spanning over 9.3 km, the road starts at the intersection with the Ho Chi Minh City - Trung Luong Expressway in An Thanh commune, Ben Luc district, and ends connecting to Provincial Road 830 in Long Dinh commune, Can Duoc district.

Phase 1 involves investing in two parallel roads along the route, each consisting of two 7m wide mixed-traffic lanes and one 2.5m wide lane for non-motorized vehicles. The connecting road to Provincial Road 830 will be a complete 6-lane road with a 30m wide roadbed. The total investment is over 1,213 billion VND.

Of that, the section passing through Ben Luc district is nearly 6km long. The section through Can Duoc district is over 3km long, affecting 155 households. However, the Provincial People's Committee has agreed not to proceed with land clearance for this section.

Despite remaining land acquisition issues, contractors are urgently working on the areas that have been handed over. To date, the construction progress for the packages has reached over 51%, with the goal of completing and putting them into operation by the end of this year.
