On the afternoon of March 12, a Government delegation led by Deputy Prime Minister Le Thanh Long continued to inspect the Chi Thanh - Van Phong expressway (via Phu Yen) and the Khanh Hoa - Buon Ma Thuot expressway (via Khanh Hoa and Dak Lak).
Complete site clearance in March
Acknowledging the efforts of the investor and the construction unit in overcoming difficulties in site clearance, geology, material limitations, waste disposal sites, and weather fluctuations, Deputy Prime Minister Le Thanh Long also highly appreciated the locality's responsibility in site clearance.
Deputy Prime Minister Le Thanh Long inspected the progress of the Khanh Hoa - Buon Ma Thuot expressway project.
In the coming time, the Deputy Prime Minister requested that units need to coordinate with localities to clarify difficulties and obstacles and promptly resolve them. The contractor needs to take advantage of favorable weather to speed up construction progress.

"Localities must complete site clearance before March 31. Every month, provincial leaders need to review site clearance progress to promptly direct and remove difficulties.
Investors and contractors need to re-establish progress, find solutions to compensate for delayed output, and organize construction in "3 shifts and 4 teams" to ensure completion goals," the Deputy Prime Minister said, emphasizing: Investors need to direct contractors to implement project critical paths, it is necessary to increase people, machinery and vehicles; strengthen supervision, ensure technical safety, and avoid negative incidents...
Thousands of workers and engineers are working hard to push the project's progress.
Reporting to the Deputy Prime Minister, the leader of Project Management Board 7 (investor of the Chi Thanh - Van Phong expressway project) said that Phu Yen province has completed site clearance, relocated technical infrastructure and handed over to the contractor for construction. The stock of earth filling materials meets the demand.
However, 2/4 of the mines are facing many difficulties due to the presence of soil and boulders and orphaned rocks. The lengthy procedures for granting permits for mining materials take up most of the time for roadbed construction and loading and treatment of weak soil, greatly affecting the progress of project completion.

Overcoming difficulties in weather and materials, contractors have mobilized 44 construction teams, with nearly 1,700 officers, engineers, workers and 768 pieces of equipment, meeting the approved construction schedule. Accumulated output to date is 5,654 billion VND, reaching nearly 70% of the construction contract; capital disbursement to date has reached nearly 66%.
"To overcome the difficulty of loading and treating weak soil, the investor has directed contractors to maximize machinery and equipment, increase shifts, speed up excavation work, blast rock and increase soil exploitation capacity to fill the roadbed.
During favorable weather, contractors have increased the capacity of earthworks from 13,000m3/day to 18,000m3/day," said the leader of Project Management Board 7.
The representative of the investor of the Khanh Hoa - Buon Ma Thuot expressway project also said that with Component Project 1 (DATP1), to complete the first 20km of the route in 2025 according to the direction of the Prime Minister, the People's Committee of Ninh Hoa town (Khanh Hoa) needs to promptly handle problems and hand over the entire site.
For DATP2, the investor expressed the hope that Dak Lak provincial leaders would pay attention to directing the early completion of approval of adjustments to district-level land use planning and conversion of additional forest use purposes.
Khanh Hoa Provincial People's Committee continues to direct relevant agencies and localities to speed up the implementation of tasks related to forest asset recovery, and promptly hand over the additional area of nearly 2 hectares to the contractor to implement DATP2.
Regarding DATP3, the investor requested the Department of Agriculture and Environment to advise and report to the Dak Lak Provincial People's Committee to soon approve additional dumping sites for excess materials (about 0.4 million m3 for packages XL02, XL03), ensuring the construction progress to complete the project.
The Chi Thanh - Van Phong component project, passing through Phu Yen province, has a total length of more than 48km (through districts, cities, and towns: Tuy An, Tuy Hoa city, Phu Hoa district, Tay Hoa district, Dong Hoa town).
The starting point is at Chi Thanh intersection (in Chi Thanh town, Tuy An district), connecting with Quy Nhon - Chi Thanh highway. The ending point is at the intersection with National Highway 1 (in Hoa Xuan Nam commune, Dong Hoa town), connecting with the northern access road of Deo Ca tunnel and Van Phong - Nha Trang highway.
The project has a total investment of nearly 11,000 billion VND, starting in early 2023 and completing in the fourth quarter of 2025.
The Khanh Hoa - Buon Ma Thuot Expressway project has a total length of more than 117km (with 32.7km passing through Khanh Hoa and 84km passing through Dak Lak), with a total investment of nearly 22,000 billion VND.
Starting point at the intersection between National Highway 26B and National Highway 1 (in Ninh Hoa town, Khanh Hoa). Ending point at Ho Chi Minh road, Eastern bypass of Buon Ma Thuot (in Krong Pak district, Dak Lak province).
The project is divided into 3 DATPs, in which Khanh Hoa Provincial People's Committee is the managing agency of DATP1 (31.5km long); Ministry of Construction is the managing agency of DATP2 (nearly 38km long); Dak Lak Provincial People's Committee is the managing agency of DATP3 (more than 48km long). The project starts at the intersection between National Highway 26B and National Highway 1, in the Nam Van Phong port area (Ninh Hoa).
