New step in urban development and beautification of the Capital

Reporting at the Conference summarizing Program No. 03-CTr/TU of the City Party Committee, Vice Chairman of the City People's Committee Duong Duc Tuan said: Up to now, the Program has completed and basically completed 9/19 targets; the total number of targets expected to be completed by the end of the term is 14/19 targets; 5/19 targets are facing difficulties and obstacles. Specifically, Hanoi has put into operation 5 more large commercial centers; completed 5 walking spaces and streets; continued to implement the Project to expand walking space in the Hoan Kiem Lake area; the Financial Center Tower is part of the Smart City Project north of the Red River, with the function of a financial, commercial, and mixed-use center, deployed on a land area of ^{​​133,279m2} , construction scale of ^30,547m2 , 108 floors high, with a total investment of about 1 billion USD. At the same time, the city has basically completed the Tay Mo - Dai Mo New Urban Area in Nam Tu Liem District. It is expected that by the end of 2025, the city will build and renovate 62 parks and flower gardens (achieving 137.7% of the set target).

After nearly 5 years of implementing Chapter No. 03-CTr/TU of the City Party Committee, the urban appearance of the Capital has many positive and clear changes.

Regarding the target of beautifying sidewalks and streets in 12 districts, compared to the target set by the Program, it has reached 142% of the plan. Currently, Hanoi has built and renovated 25 markets compared to the Program's plan of investing in the construction of 20 markets; building 20 infrastructure routes in districts with projects to become districts. Of which, there are 20 feasible projects (5 projects under construction, 10 projects will be approved in 2025 and 5 projects will start construction in 2025). From 2021 to now, units have implemented the preservation and renovation of 20 old villas and 8 other architectural works (central works invested by the central government; city works invested by the city)...

The Vice Chairman of the City People's Committee also frankly acknowledged that there are currently 5/19 targets that are still difficult and problematic, and proposed to move the task to the next phase. Among them, there is the target of implementing investment in the construction of 1-2 large-scale outlet areas; the target of urbanization rate reaching 60-62%; the target of burying 100% of power and information cable systems in urban development areas, renovated and newly built roads, etc.

At the conference, leaders of some districts of Hoan Kiem, Dong Da, Long Bien... discussed and clarified the results achieved by their units. In particular, the work of leadership, direction, and implementation in inspecting and reviewing the current status of apartment buildings; planting new urban trees; renovating, upgrading and building new parks and flower gardens; underground work, sidewalk and street beautification...

Exploiting the special mechanisms and policies of the Capital Law

Concluding the conference, Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan - Head of the Steering Committee of Program No. 03-CTr/TU of the City Party Committee emphasized: this is a difficult Program, with 19 targets and 56 specific tasks, affecting all aspects of social life. However, with methodical, serious, scientific implementation, with the participation of the entire political system, after 4 years of implementation, the program has achieved many remarkable results. Currently, the Program has achieved 9/19 targets; in which, the renovation of parks and flower gardens has achieved a clear change with 62 parks and flower gardens renovated (reaching 137.7%).

In particular, the Deputy Secretary of the City Party Committee and Chairman of the City People's Council emphasized that without determination in implementation, some tasks would be very difficult to complete, and localities would not be able to have the changed appearance they have today, such as: Huynh Thuc Khang extended road project, Dong Da lake, address 6 Dao Duy Anh from abandoned land has been cleared for urban beautification; Nguyen Van Tuyet culinary street... Or the development of walking streets in districts; construction of parks in Ha Dong district, Phung Khoang park, Mai Dich regulating lake, Ring Road 4 project...

In addition to the achieved results, the Deputy Secretary of the City Party Committee and Chairman of the City People's Council pointed out that there are still some low-achievement and difficult targets, such as public passenger transport, underground power cables, etc. Therefore, departments, branches and units need to continue to pay attention and resolve difficulties in order to complete the set targets, because urban beautification and urban development are of great importance to Hanoi. At the same time, units continue to review some targets being implemented, such as: renovating and constructing old apartment buildings, underground power cables, renovating parks (Thong Nhat, Bach Thao, Ha Dong), building the Hoang Cau - Voi Phuc route, etc.; propose to the city solutions to remove difficulties, if any.

In addition to the specific tasks and targets of the Program that continue to be implemented, in the coming time, the city will also carry out new tasks under the direction of the Central Government. In particular, accelerating the development of transport infrastructure, developing public passenger vehicles, improving environmental quality, urban beautification... "Hanoi needs to turn challenges into advantages, at the same time, exploit mechanisms and policies; especially, specific policies in the Capital Law 2024 to implement effectively and with specific products", Chairman of the City People's Council Nguyen Ngoc Tuan emphasized.

With the effectiveness of Program No. 03-CTr/TU in urban beautification, the Chairman of the City People's Council suggested that departments, branches and localities study to maintain the Program in the next phase and believes that the results of the Program will be spread, contributing to building Hanoi as a cultured, civilized and modern city.
