The Ministry of Science and Technology listens to comments on the draft Decree detailing and guiding the implementation of Resolution No. 193/2025/QH15

Overview of the meeting

According to the representative of the Legal Department, on February 19, 2025, the National Assembly issued Resolution No. 193/2025/QH15 on piloting a number of special mechanisms and policies to create breakthroughs in science, technology, innovation and national digital transformation development to promptly institutionalize the tasks and solutions in Resolution No. 57-NQ/TW.

The Resolution was issued to promptly remove bottlenecks and select some contents for piloting. Outstanding controlled policies in the period 2025-2030, creating a breakthrough in the development of science, technology, innovation, digital infrastructure, digital transformation, development of digital technology industry, gradually realizing the mastery of strategic digital technologies.

The Prime Minister has assigned the Ministry of Science and Technology to preside over the drafting of a Decree detailing and guiding the implementation of the Resolution according to simplified procedures. In accordance with the direction, the Ministry of Science and Technology has promptly drafted the Decree, which, after being appraised by the Ministry of Justice, has been submitted to the Government for consideration.

According to Minister Nguyen Manh Hung, it is expected that in May this year, the Ministry of Science and Technology will issue a set of criteria to evaluate the effectiveness of research organizations using public budget.

The meeting was held to listen to direct comments from relevant ministries and branches, especially institutes, schools, scientists, etc., contributing to the provisions of the Decree to continue to improve, ensuring that the Decree is capable of removing bottlenecks and obstacles, so that the legal document can truly come into life.

Representatives from research institutes, universities, businesses, etc. pointed out many problems and difficulties in the stages of implementing research topics, the need for clear guidance on "spending on final products", personal income tax issues related to scientific research topics, and financial support for research enterprises from the research and prototype development stages to the final results.

Regarding the questions, problems and difficulties raised by institutes, schools and enterprises, Minister Nguyen Manh Hung directly directed Deputy Minister Bui The Duy and representatives of relevant departments and offices of the Ministry of Science and Technology to answer clearly and explicitly, clarify concepts, and absorb comments to continue perfecting the draft Decree.

At the same time, the Minister emphasized that large enterprises need to clearly understand the importance of participating in contributing opinions to build legal policies. Organizations, research institutes, universities, enterprises, and scientists must consider the completion of institutional building as their own work, not the sole work of the Ministry of Science and Technology.

The Minister also noted that during the exchange and discussion , When formulating legal policies, it is necessary to avoid generalities, focus on specific issues, and go to the end to solve the problem. From specific cases and questions, the drafting agency needs to generalize the problem and put it into legal documents so that those subject to the law can confidently implement and deploy it in practice.

It is expected that in May this year, the Ministry of Science and Technology will issue a set of criteria to evaluate the effectiveness of research organizations using public budgets. Research organizations whose research results create economic efficiency will be granted additional funding. The State will mainly support and invest in research on technology development and application.

Finally, Minister Nguyen Manh Hung noted that the Ministry's goal is that science, technology, innovation and digital transformation will contribute 3% to the country's GDP, the remaining 7% will come from traditional fields, only then will the country achieve the target of double-digit growth, contributing to increasing national competitiveness, contributing to socio-economic development, ensuring national defense and security, and improving the quality of people's lives. /.
