Standing Committee of Provincial Party Committee gives opinions on work results in the first quarter of 2025

In the first quarter of 2025, all levels, sectors, localities and the entire political system of the province closely followed the direction and administration of the Government, the Provincial Party Committee and the Provincial People's Council to carry out tasks, with specific action plans and programs. In particular, we have focused on leading and directing the drastic implementation, completing the arrangement and streamlining of the organization and administrative apparatus according to the direction of the Central Government. At the same time, all levels and sectors have focused on synchronously, drastically and urgently implementing many solutions to carry out the tasks of economic development, budget collection, removing difficulties and obstacles for investment projects, key industries and fields to realize the target of economic growth of 14% or more. In particular, we have focused on reviewing and completely removing difficulties and obstacles for non-state budget investment projects that are behind schedule and have been stagnant for many years, contributing to growth.

In the first three months of the year, the industrial production index is estimated to increase by 15.83% over the same period last year. In particular, the processing and manufacturing industry continues to affirm its role as the main driving force in the province's growth; coal and electricity production both increased over the same period and exceeded the plan set for the first quarter. The total number of tourists to Quang Ninh is estimated to increase by 6% over the same period; total tourism revenue increased by 28% over the same period. Agricultural, forestry and fishery production activities achieved many positive results. Total state budget revenue is equal to 101% over the same period. Disbursement of public investment capital is expected to reach 11% of the plan assigned at the beginning of the year. The fields of education and training, health, labor, employment, culture, society and sports continue to receive attention; social security is ensured. National defense, security, social order and safety are ensured, sovereignty over borders and islands is maintained, without sudden or unexpected incidents.

In addition to the achievements, there are still limitations. The production value of the processing and manufacturing industry has increased but has not met expectations; the growth of the construction industry is not high. Although the disbursement of public investment capital is higher than the same period last year, it has not reached the set target. Many projects, although having resolved difficulties and problems related to land filling and site clearance, have not been implemented according to schedule. Many enterprises, especially small and medium enterprises, still face many difficulties...

Concluding this content, Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee emphasized that the results achieved in all aspects of work, especially in the arrangement of organizational apparatus, socio-economic development in the first 3 months of the year showed the great determination and efforts in the leadership and direction of the Standing Committee and the Provincial Party Committee; the very active participation of all levels and sectors.

Regarding the tasks for the second quarter and the coming time, the Provincial Party Secretary requested that, along with restructuring the apparatus, top priority must be given to socio-economic development. To achieve the growth target of 14%, all levels, sectors and localities must take more drastic actions to remove difficulties, obstacles, bottlenecks and bottlenecks to unblock and free up resources. In particular, it is necessary to exploit the remaining areas and thoroughly remove difficulties and obstacles.

Regarding public investment projects, the Provincial Party Secretary requested that contractors must be highly focused, take advantage of favorable weather to speed up project implementation progress; and resolutely replace contractors with limited capacity and who cannot ensure construction progress. Regarding non-budget investment projects, the Provincial Party Secretary requested that departments, branches and localities must have solutions to accompany and support investors more effectively, creating the most favorable conditions to complete procedures for new investment projects, especially investment projects in industrial parks, start-up, innovation and creativity projects.

The Provincial Party Secretary also requested to focus on solutions to promote the manufacturing industry, especially the processing and manufacturing industry; speed up the progress of site clearance, especially in industrial parks to hand over to secondary investors; increase tax and fee collection, ensure correct, sufficient and timely collection, and prevent revenue loss. At the same time, continue to promote, advertise and promote tourism, especially for new tours, routes and tourism products to attract tourists in the upcoming peak season. Focus on effectively implementing Resolution 57 of the Politburo on science and technology development, innovation and digital transformation. Quickly study and submit to the People's Council mechanisms and policies according to the Central Government's policies.

The Provincial Party Secretary assigned relevant agencies to receive comments and complete the report to submit to the Provincial Party Committee and the Provincial Party Committee for discussion and comments.
