Urging licensed social housing investors to start construction and complete in 2025

The Ministry of Construction has just sent a document to the People's Committees of provinces and centrally-run cities regarding the organization of working groups led by leaders of the Ministry of Construction to inspect and urge the completion of social housing targets assigned in Decision No. 444/QD-TTg dated February 27, 2025 of the Prime Minister.

To ensure quality inspection work, the Ministry of Construction requests the People's Committees of provinces and centrally run cities to organize the implementation of the instructions and tasks assigned by the Prime Minister in Notice No. 120/TB-VPCP dated March 18, 2025 of the Government Office announcing the Prime Minister's conclusion at the National Online Conference on removing difficulties and obstacles, promoting the development of social housing.

Accordingly, regularly direct and urge investors of licensed social housing projects to start construction, focusing maximum resources on construction, and completing early in 2025.

People's Committees of provinces and centrally run cities, based on their assigned tasks, powers and authorities as prescribed, shall implement contents No. (7), (8), (9) point a, section 3, part III in Notice No. 120/TB-VPCP dated March 18, 2025 of the Government Office, specifically:

For projects that have started construction, it is necessary to urge project investors to focus resources on implementation, determined to complete in 2025.

Conduct a review of the 20% land fund reserved for social housing construction in commercial housing projects and social housing projects that have been approved for investment policy, select investors to require investors to complete procedures to start construction of social housing in 2025.

For commercial housing projects and urban areas that have been approved in principle to hand over land funds for social housing construction to the State for use in order to assign other organizations to invest in social housing construction but have not yet implemented the handover, the document approving the investment policy shall be considered for adjustment and the investor of that commercial housing project shall be assigned to directly invest in social housing construction with a commitment to complete the procedures to start construction within 12 months.

Urgently complete procedures to approve investment policies and select investors for social housing land funds already in the planning.

At the same time, continue to review and supplement urban planning and industrial park planning, ensuring sufficient land for social housing development, including worker accommodation and housing for the people's armed forces; strictly implement regulations on land allocation for worker accommodation in industrial parks and 20% of residential land in commercial housing projects and urban areas for investment in social housing development according to the law.
