Apply level 1 aviation security control measures for Tet 2025

The Civil Aviation Authority of Vietnam has just issued a decision to apply level 1 enhanced measures at airports, airfields, and air traffic service facilities nationwide during the New Year and Lunar New Year 2025.


The time to apply level 1 enhanced aviation security control measures is from January 26 to February 2, 2025 (ie December 25 to the end of the 5th day of Lunar New Year 2025).

From January 28 to January 29, 2025 (ie from December 29 to the end of the first day of the Lunar New Year), apply measures to strengthen aviation security as at level 1, but units with aviation security control forces need to increase their on-duty personnel by 20%.

Airports are required to proactively arrange additional personnel and necessary equipment when passenger traffic through the airport increases (Illustration photo).

Units are required to specifically apply a number of measures to enhance aviation security from December 19, 2024 to January 2, 2025.

The Civil Aviation Authority of Vietnam requires Vietnam Airports Corporation (ACV), Van Don International Airport, Vietnam Air Traffic Management Corporation (VATM), and Vietnam Aircraft Engineering Company Limited (VAECO) to proactively coordinate and exchange information with local police to promptly grasp the situation, be ready to handle arising situations, and ensure smooth communication with agencies and units according to regulations.

Enterprises must strictly implement aviation security control measures according to the approved program and regulations on aviation security. Ensure the normal operation of equipment, means and tools to support aviation security, as well as review and prepare necessary emergency response plans.

Airports proactively arrange additional personnel and necessary equipment when passenger traffic through airports increases.

At the same time, strengthen inspection, supervision, management, raise awareness, sense of responsibility, ensure strict implementation of procedures and regulations in performing tasks.

Enterprises have added some enhanced aviation security control measures such as: increasing the frequency of patrolling public areas, checking luggage with unidentified owners; regularly checking trash cans, restrooms and hidden places; controlling entry/exit to restricted areas; screening areas for passengers, carry-on luggage, non-passengers and items brought in/out of restricted areas.

Vietnamese airlines are required to review and maintain good aviation security processes and procedures under their responsibility. Closely coordinate with airport authorities and aviation security control forces in handling violations of security and safety regulations at aviation check-in areas, restricted areas and on aircraft according to the handling procedures for violations.

At the same time, strictly implement the procedures for checking aircraft security before receiving passengers, luggage, goods, and postal items onto the aircraft and after all passengers, luggage, goods, and postal items have been removed from the aircraft according to regulations.

For other aviation service providers, the Civil Aviation Authority of Vietnam requires strict maintenance of regulations on internal security control and information security. Fully comply with aviation security control processes and procedures in restricted areas of the unit, as well as closely coordinate with airports, airline representatives, airport authorities, aviation security control forces, police and local authorities to handle violations in the area of ​​operation.

The Civil Aviation Authority of Vietnam also requires airport authorities to closely monitor aviation security procedures and measures, promptly resolve any problems that arise between units. In addition, promptly receive and strictly handle violations, coordinate with the police force and relevant state agencies in the area to promptly and effectively handle aviation security violations that occur in the area under their responsibility.

During the implementation process, if any difficulties or problems arise, please promptly report to the Civil Aviation Authority of Vietnam according to regulations.

According to regulations, airports implementing level 1 aviation security control measures will implement a number of measures such as: increasing the number of aviation security personnel and guards on duty in restricted areas; checking people with handheld metal detectors and visually checking 7% of people, objects and vehicles entering restricted areas of the airport.

Increase interviews and verification of personal documents when passengers check in for flights and during aviation security checks; randomly visually inspect 15% of passengers who have passed through the gate without an alarm; visually inspect 15% of carry-on and checked baggage through X-ray machines without suspicious images; limit people and vehicles operating in public areas of the passenger terminal... Unaccompanied checked baggage will be visually inspected after being screened before being loaded onto the plane...
