Regarding the activities of the Working Group, the Deputy Prime Minister concluded: Since its establishment, the Working Group has worked with dedication, enthusiasm, responsibility, effort and professionalism, overcoming difficulties in the recent past to successfully complete the assigned tasks, especially successfully selecting package 5.10 (Passenger Terminal under Component Project 3), actively promoting the implementation of component projects, submitting to the National Assembly for permission to adjust the Feasibility Study Report of the Land Acquisition, Compensation, Support and Resettlement Project... Up to now, the component projects and bidding packages have been implemented synchronously, basically ensuring the overall progress of the Project.

The Ministry of Transport is the standing agency of the Working Group, which implements the monthly reporting regime on the implementation status of the Project, in which it is necessary to closely follow the progress (gantt line) of the overall Project and each progress of the component Projects. Investors of the component projects send reports to the Ministry of Transport before the 25th of each month for synthesis. The members of the Working Group proactively monitor the implementation status of the Project, promptly making recommendations to the Head of the Working Group when detecting problems or inadequacies.

Handover of the traffic route connecting T2 in January 2024

Regarding the land acquisition, compensation, support and resettlement project of Long Thanh International Airport, the Deputy Prime Minister assigned the People's Committee of Dong Nai province to be responsible for handing over the site in accordance with the direction of the Prime Minister; completing the handover of the site of the T2 connecting traffic route in January 2024.

The Chairman of Dong Nai Provincial People's Committee directed the completion of the dossier to adjust the Project Feasibility Study Report according to the guidance of the Ministry of Planning and Investment. The Ministry of Planning and Investment will promptly appraise it as soon as Dong Nai Provincial People's Committee submits the dossier to adjust the Project Feasibility Study Report for submission to the Prime Minister for approval in January 2024.

Dong Nai Provincial People's Committee directed the relocation of the power project, to be completed in January 2024.

The State Capital Management Committee at Enterprises directed the Vietnam Rubber Industry Group to recover land managed by Dong Nai Rubber One Member Co., Ltd., to be completed in January 2024.

All works of the component projects must be completed before the completion date of package 5.10.

Regarding the implementation of the Long Thanh International Airport Construction Investment Project Phase 1, the Deputy Prime Minister concluded: Long Thanh International Airport Phase 1 can only operate when all construction works are completed and put into use synchronously. Therefore, the Ministry of Transport is required to direct investors of component projects to develop detailed construction progress, clearly identify milestones for commencement and completion; in which all works and construction items of component projects must be completed before the completion date of package 5.10 (Passenger Terminal). The Ministry of Transport shall synthesize the detailed implementation plan of all component projects and report to the Working Group in January 2024.

The Ministries of Construction, Natural Resources and Environment, Industry and Trade, National Defense, Public Security, and Health shall coordinate closely and promptly send comments to the Ministry of Transport for synthesis and appraisal of the technical designs of the projects. The Ministry of Transport shall complete the appraisal in the first quarter of 2024.

The Ministry of Transport directs relevant units to develop a plan to implement the construction of the second phase of the project without affecting the operation and exploitation of the first phase of the project.

Specifically, for Component Project 1 (Headquarters of state management agencies): The Ministry of Transport, the Ministry of Finance, the Ministry of Public Security, the Ministry of Agriculture and Rural Development and the People's Committee of Dong Nai province urgently complete procedures to start construction of headquarters works to ensure the required progress; develop a detailed progress schedule, send it to the Ministry of Transport for synthesis and report to the Working Group.

Regarding the appraisal of the Feasibility Study Report of the Headquarters of State Management Agencies, the People's Committee of Dong Nai Province received the opinions of the leaders of the Ministry of Construction at the meeting, directed the specialized agencies to conduct the appraisal in accordance with the authority prescribed by law, and complete before January 15, 2024.

For Component Project 2 (Air traffic management facilities): Vietnam Air Traffic Management Corporation builds a detailed schedule for Component Project 2, sends it to the Ministry of Transport for synthesis, and reports to the Working Group.

The People's Committee of Ho Chi Minh City urgently implements the direction of the Government's leaders in Notice No. 429/TB-VPCP dated October 21, 2023 of the Government Office, and resolves all problems at the mixed-use land plot at 22 Tran Quoc Hoan, Ward 4, Tan Binh District in January 2024 to implement the Ho Chi Minh City Air Traffic Control Center Project of the Vietnam Air Traffic Management Corporation. The Ministry of Transport and the Ministry of National Defense promptly coordinate with the People's Committee of Ho Chi Minh City on related issues within their authority as a basis for approving the adjustment of the 1/500 planning.

Regarding Component Project 3 (Essential Works): ACV requires contractors to develop detailed construction progress by month; review and approve as a basis for inspection and supervision, and send to the Ministry of Transport for synthesis and reporting to the Working Group. Complete design work in January 2024.

ACV complies with the requirements of the State Audit, resolves existing problems, and reports to competent authorities issues beyond its authority.

Component Project 4 (Other works): The Ministry of Transport directs the advisory agencies to seriously review and learn from experience in implementing the direction of the Deputy Prime Minister - Head of the Working Group in organizing the selection of investors to build Component Project 4 and take full responsibility if there is any delay or failure to select investors that meet the requirements.

The Ministry of Transport is responsible for developing criteria for selecting investors with capacity and experience, ensuring that Long Thanh International Airport fulfills its role as an international transit airport while preserving Vietnam's cultural identity, noting the need for the participation of domestic airlines; reporting to the Working Group on investor selection criteria in January 2024.

The Deputy Prime Minister assigned the Ministry of Planning and Investment to report in writing to the Head of the Working Group on the selection of investors for works under Component Project 4 in accordance with the provisions of Decree No. 25/2020/ND-CP dated February 28, 2020 of the Government detailing the implementation of a number of articles of the Law on Bidding on the selection of investors, specifying whether it is necessary to apply the criteria of the floor price paid to the state budget ( m3 ) to select investors.

The Ministry of Justice shall preside over and coordinate with the Ministries of Planning and Investment, Public Security, and Natural Resources and Environment to inspect the issuance of Circular No. 12/2023/TT-BGTVT dated June 29, 2023 amending and supplementing a number of articles of Circular No. 23/2021/TT-BGTVT dated November 5, 2021 of the Minister of Transport, and report to the Head of the Working Group in January 2024.
