Resolutely replace weak contractors in Long Thanh International Airport Project
The Government Office issued Notice No. 429/TB-VPCP on the conclusion of Deputy Prime Minister Tran Hong Ha at the inspection and working session on the progress of the Long Thanh International Airport Project and traffic projects in Dong Nai province.
The announcement stated: Long Thanh International Airport is a project of the century, the largest ever in terms of scale, total investment value, modernity, technological complexity and has received attention from the National Assembly, the Government, and the Prime Minister, requiring quality and progress. This is also a historic project for the aviation industry in particular and the transportation industry in general. The success of the project will demonstrate the capacity of investors and contractors in management, operation and access to new technology.
The Deputy Prime Minister requested that the project must ensure the requirements of permanence, longevity, and use the most advanced technology. The investor must determine the importance and necessity of the project, the relationship and constraints between the items, clear requirements on legality, technique, discipline, order, and responsibility of the parties involved, avoid conflicts in the implementation of bidding packages and component projects, and have a reward system for contractors who perform well, sanctions for contractors who do wrong, and resolutely replace weak contractors.
The Ministry of Transport is primarily responsible for the overall investment project to build Long Thanh International Airport; Vietnam Airports Corporation is fully responsible for the implementation of component project 3; relevant ministries and branches are responsible according to their assigned functions and tasks during the implementation of the Project.
Relevant ministries, branches, and investors of component projects shall develop detailed and scientific task implementation plans in accordance with the objectives and progress of the Project and commitments to the Government and the National Assembly; submit to the Ministry of Transport for review and synthesis of the overall implementation plan of the Project, and report to the Prime Minister in October 2023. Based on the overall plan of the Project, the Ministry of Transport is responsible for promoting, inspecting, and supervising the implementation of all component projects.
Efforts to implement site clearance work
Regarding the Land Acquisition, Compensation, and Resettlement Support Project, the People's Committee of Dong Nai province will prepare a dossier to adjust the Land Acquisition, Compensation, Support, and Resettlement Project of Long Thanh International Airport according to the content submitted to the National Assembly for adjustment, send it to the Ministry of Transport to preside over, coordinate with the Ministry of Planning and Investment, and the State Capital Management Committee at Enterprises to consider, review, and submit it to the Prime Minister for consideration when approving the adjustment of the investment project after the National Assembly approves the adjustment of the project investment policy as a basis for continuing to implement site clearance work.
The People's Committee of Dong Nai province directly works with the State Audit on difficulties in implementing the conclusions of the State Audit, reports to the Prime Minister; at the same time, continues to make efforts and promptly implement site clearance work. The Ministry of Natural Resources and Environment reviews and guides the People's Committee of Dong Nai province to implement compensation, support and resettlement policies; completely resolves the "rice and bean" situation in site clearance work, and implements the handover of the site for traffic route No. 2 on schedule.
The People's Committee of Dong Nai province reports to the Provincial Party Secretary to direct and resolve difficulties and problems in site clearance for related routes; reports and proposes issues under the authority of the Prime Minister and the Government.
Ensuring the quality and progress of the Long Thanh International Airport construction project
Regarding the Long Thanh International Airport Construction Investment Project Phase 1, for Component Project 1 : The Ministry of Transport works with the People's Committee of Dong Nai province and the Ministry of Agriculture and Rural Development to reasonably arrange the headquarters of health and animal/plant quarantine agencies.
For Component Project 2 : Vietnam Air Traffic Management Corporation urgently implements the project to ensure quality and progress; coordinates with relevant ministries, branches, localities and agencies during the implementation process.
The Ho Chi Minh City People's Committee shall preside over and coordinate with the Ministry of Transport, the Ministry of National Defense, the Ministry of Construction and relevant agencies to determine the detailed planning of the mixed-use land plot at 22 Tran Quoc Hoan, Ward 4, Tan Binh District to ensure compliance with the current legal status of land use and construction licensing of the Ho Chi Minh City Air Traffic Control Center Project of the Vietnam Air Traffic Management Corporation, without affecting the operation and exploitation of the Long Thanh International Airport Project.
For Component Project 3 : Vietnam Airports Corporation is fully responsible for implementation; re-evaluates management capacity, regulates construction connections on site; closely manages the implementation of bidding packages, assigns responsibilities to contractors; promptly detects and takes corrective measures, promptly resolves errors and conflicts. Vietnam Airports Corporation studies and applies regulations, standards, and management tools; manages according to the BIM model on the entire project.
For Component Project 4 : The Ministry of Transport directs the Civil Aviation Authority of Vietnam to strengthen the capacity of its staff to select investors with experience, capacity (financial, technical), and reputation in providing essential services for the airport, ensuring the enhancement of the competitiveness of the Vietnamese aviation industry. Strictly implement the direction of the Deputy Prime Minister in Notice No. 78/TB-VPCP dated March 16, 2023 of the Government Office. The Ministry of Planning and Investment coordinates to inspect and guide the implementation. The Ministry of Justice coordinates with the Ministries of Planning and Investment and Natural Resources and Environment to inspect and clearly define responsibilities in advising and implementing the selection of investors for Component Project 4.
The Deputy Prime Minister requested the Ministry of Construction to be responsible to the Government, carry out the responsibility of the State Inspection Council on the acceptance of construction works, direct affiliated agencies to organize actual inspections at the Project construction site according to their functions and tasks; and take responsibility if there is laxity or lack of inspection.
