The decision clearly states that the Minister of Planning and Investment is the Chairman of the State Appraisal Council for appraising and adjusting the investment policy of the Long Thanh International Airport Project. The Vice Chairman of the Council is the Deputy Minister of Planning and Investment.
The Council members include: Leaders of the Ministries of Transport, Finance, Construction, Natural Resources and Environment, Science and Technology, Information and Communications, Culture, Sports and Tourism, Agriculture and Rural Development, National Defense, Public Security, Justice; leaders of the State Bank of Vietnam; leaders of the State Capital Management Committee at Enterprises; leaders of the People's Committee of Dong Nai province.
The responsibilities and powers of the Council, the Chairman of the Council, the Vice Chairman of the Council, the members of the Council, and the standing body of the Council shall be implemented in accordance with the provisions of Decree No. 29/2021/ND-CP dated March 26, 2021 of the Government stipulating the order and procedures for appraising important national projects and monitoring and evaluating investment.
The Council is responsible for completing the Appraisal Report according to regulations, clearly affirming that it is eligible for the Government to approve and submit to the National Assembly.
The Council is allowed to use the seal and account (if necessary) of the Ministry of Planning and Investment to serve the Council's operations.
Agencies with members of the State Appraisal Council must send a written nomination to the Council's standing agency (Ministry of Planning and Investment) before October 17, 2024.
The Ministry of Transport is responsible for providing complete documents related to the appraisal process of adjusting the Project's investment policy.
The Council will dissolve itself after the Project adjustment policy is decided by the competent authority.
This Decision takes effect from the date of signing and promulgation (October 14, 2024).
* Previously, the Ministry of Transport submitted a document requesting the Prime Minister to consider and submit to the National Assembly for approval the adjustment of the investment policy for the Long Thanh Airport Project.
The Ministry of Transport proposed to adjust the scale and implementation time of phase 1 in Clause 6, Article 2 of Resolution No. 94/2015/QH13 (dated June 25, 2015) of the National Assembly on the investment policy of Long Thanh Airport Project.
In which, "phase 1, the project invests in the construction of 2 runways in the North and 1 passenger terminal along with synchronous auxiliary items with a capacity of 25 million passengers/year and 1.2 million tons of cargo/year; completed and put into operation by 2026 at the latest"; "The Government directs the preparation of a feasibility study report and investment decisions for each phase of the project in accordance with the provisions of law".
Along with that, the Ministry of Transport also proposed to adjust the investment scale of phase 1 of the project in Clause 1, Article 1 of Resolution No. 95/2019/QH14 (dated November 26, 2019) of the National Assembly on approving some main contents of the Feasibility Study Report of the Long Thanh Airport Construction Investment Project, Phase 1. Specifically: "Invest in the construction of 2 runways in the North and 1 passenger terminal and synchronous auxiliary items with a capacity of 25 million passengers/year; 1.2 million tons of cargo/year".
