Promoting the effectiveness of the Party's leadership role
The report on the results of Party building work in 2024 shows that the Party Committee of the UBDT agency has coordinated with the Party Executive Committee to closely follow the Resolutions and Conclusions of the Central Committee, the National Assembly, and the Government related to the field of ethnic work; issued Resolutions to focus on directing subordinate party organizations, departments, and units to well perform the political tasks of the agency.
The Executive Committee and Standing Committee are united, consistent, strictly implement working regulations, gradually innovate working methods; focus on leading and directing subordinate party organizations, cadres, party members and mass organizations in the agency to well perform assigned political tasks.
The Party Committees of the subordinate Party organizations have promoted the leadership role of the Party organization, closely coordinated with the leaders of the departments and units in directing and implementing professional tasks; promptly implemented tasks according to the direction of the Party Committee of the agency and the Party's directives and resolutions.
The political ideology of cadres and party members is basically stable; party members in the Party Committee have a firm political stance and ideology; always uphold the spirit of solidarity and unity within the agency; promote a sense of responsibility in performing assigned tasks; strictly comply with the Party's guidelines and policies, the State's laws and regulations of the agency and unit. Up to now, no party members have been found to show signs of degradation in political ideology, lifestyle ethics, "self-evolution", "self-transformation".
Many outstanding results in leadership and management
The results of the direction and management of the Commission's Leadership in 2024 show that 2024 is identified as the acceleration year of the 5-year plan 2021 - 2025, with a huge amount of work and many important tasks to be completed. Therefore, from the beginning of the year, the Commission's Leadership has closely followed the key tasks, innovated a step in the direction of close direction and management in a focused and key direction.
Implementing the tasks in the work program assigned by the National Assembly, the Government, and the Prime Minister, in 2024, the Committee for Ethnic Minorities submitted 8 tasks (of which: 4 project tasks have been signed and issued; 2 project tasks have been approved; and 2 projects are being submitted according to regulations). The work of monitoring the implementation of tasks assigned by the Government and the Prime Minister on the Government database system has achieved good results.
The leaders of the Committee focused on directing and guiding localities to successfully organize the 4th Provincial and District Ethnic Minority Congress in 2024. 51/51 provinces and cities have completed the organization of the Congress, all of which had the participation and direction of the Committee's leaders. On the occasion of the Congress, the Minister and Chairman of the Committee for Ethnic Minorities awarded Certificates of Merit to: 50 collectives, 244 individuals and 200 Commemorative Medals for the development of ethnic groups.
The Committee for Ethnic Minorities has also closely coordinated with the General Statistics Office and the Ministry of Planning and Investment to organize training, launch, supervise and implement the Survey, collect information on the socio-economic situation of 53 ethnic minorities in 2024; closely direct the work of organization and personnel in recruitment, training, fostering, planning, mobilization and appointment in accordance with regulations, notably the successful organization of the 2024 civil servant recruitment exam and the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".
In addition, the work of Planning, finance, public investment, administrative reform, administrative procedure reform, digital transformation, inspection, international cooperation, science and technology, education and training... has also been focused on by the Committee's leaders and achieved many important results.
Activities directed towards localities, grassroots, towards ethnic minorities, in addition to directing the implementation of the ethnic policy system, grasping the local situation, propaganda and mobilization activities, dissemination of legal education, environmental protection are also strengthened and more effective. In 2024, the Committee's leaders led 146 trips to provinces and cities in ethnic minority and mountainous areas.
Union work successfully completed the set plans.
2024 is also the year that the activities of the UBDT Trade Union have achieved many important results. Trade Union activities have always received the attention and close direction of Party committees at all levels, and the coordination and facilitation of authorities at all levels. Trade unions at all levels have united, strived, overcome difficulties to successfully complete the set plans. Well performed the function of representing and protecting the legitimate rights and interests of union members; actively participated in practical movement activities to celebrate the country's major holidays.
The Trade Unions at all levels under the Committee for Ethnic Minorities have clearly demonstrated the role of the trade union organization, closely following the direction of the Vietnam Civil Servants' Trade Union and the leadership of the Party Committee of the Committee for Ethnic Minorities, focusing on leading and implementing the activities of the Trade Union Groups/Departmental Trade Unions, accordingly, the activities have become routine, building a great solidarity bloc, a spirit of sharing among cadres, civil servants, public employees, and workers. In addition, the Trade Union has also organized many activities to celebrate major holidays, attracting the attention and participation of cadres, civil servants, public employees, and workers in the agency.
Orientation of many important tasks to be implemented in 2025
Promoting the achieved results, entering 2025, the Committee for Ethnic Minorities is oriented to focus on implementation to complete a number of key tasks such as: Continuing to focus on directing the good implementation of Directives, Resolutions, Conclusions of the Party, National Assembly, Government, directives and management documents of the Prime Minister related to Ethnic Affairs; implementing assigned contents and tasks on innovation, reorganizing the apparatus of the political system to be streamlined, operating effectively and efficiently.
Continue to review all institutions, legal policies, especially newly issued legal systems related to the field of ethnic affairs to advise on the issuance of policies, regulations, and statutes; implement tasks and policy projects issued by competent authorities such as Decree 127, Decision 1220, 1087, 1567...; promote and create fundamental changes in the progress and quality of the implementation of National Target Programs, focusing on the National Target Program for Ethnic Minorities and Mountainous Areas after the Prime Minister issued the Decision amending Decision No. 1719.
Strengthening work Monitor and grasp the situation in ethnic minority and mountainous areas; focus on directing the implementation of public investment projects and projects using the state budget of the Committee for Ethnic Minorities; effectively carry out public reception, inspection and prevention of corruption, negativity and waste; continue to carry out administrative reforms and implement the Project "Strengthening digital transformation in the field of ethnic affairs by 2030"...

Renewing spirit and working motto in 2025
Speaking at the Conference, Minister and Chairman Hau A Lenh highly appreciated and warmly commended the efforts and achievements in all fields of the Committee for Ethnic Minorities in 2024. However, with the new policies of the Party that have come into effect in 2025, and the huge amount of work to be implemented in 2025 and the arising tasks, great efforts and determination are needed from each comrade and cadre in implementing the tasks.
The Minister and Chairman emphasized that in 2025, from Party work to leadership and direction work, mass organization work needs to focus on implementing the motto "3D, 2K, 2H" (Solidarity - Democracy - Innovation; Discipline - Resilience; Effectiveness - Efficiency), implementing with the spirit of "Sure - Sharp - Effective" and "5 Clear" (Clear people - clear work - clear responsibility - clear time - clear results).
With the above motto and spirit, Minister and Chairman Hau A Lenh gave directions in all three areas: Party building work, direction and operation of the Committee's leaders and Trade Union activities. Accordingly, Party building work needs to focus on immediately implementing in the first quarter of 2025 the summary of Resolution 18 on streamlining and organizing the apparatus, operating effectively and efficiently; leading the successful organization of the Congress of Party organizations under the Committee for Ethnic Minorities Party Committee according to plan; innovating the content of leadership methods associated with administrative reform, decentralization, and building and perfecting the system of procedures.
Regarding the direction and operation, the Minister and Chairman requested: Focus on prioritizing the serious implementation of the Party's guidelines and policies to propose institutionalization, coordinate with ministries and branches to concretize each policy, along with the group of tasks assigned by the Government and the Prime Minister. Preside over the implementation of the assessment and summary of the National Target Program for Ethnic Minorities and Mountainous Areas in the first quarter of 2025; perfect the organizational apparatus along with doing well in political and ideological education, policy resolution... to create consensus; urgently direct and operate assigned tasks right from the first days and months of the new year 2025;
Regarding trade union work, the Minister and Chairman emphasized: "We propose to continue to closely coordinate with heads of agencies and units to organize strong activities in both tasks and response to emulation movements, organize activities and movements; coordinate and participate in movements with organizations and agencies outside the Committee.
