From 2021 to present, the disbursement results of the National Target Programs (NTPs), especially the NTP for socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030 (NTP 1719) have not met the target.
According to the Appraisal Report No. 107/BC-HĐND dated December 11, 2024 of Pac Nam District People's Council, the total public investment capital to implement 03 National Target Programs in 2024 (including capital transferred from 2022, 2023 to 2024) is more than 224,641 billion VND. It is estimated that by the end of 2024, the whole district will disburse more than 85,402 billion VND, reaching 38% of the plan (in 2023, the whole district will disburse 55% of the plan). Of which, the capital source of National Target Program 1719 (including capital transferred from 2022, 2023 to 2024) is more than 63,845 billion VND. It is estimated that by the end of 2024, more than 24,723 billion VND will be disbursed, reaching 38.7% of the plan.
Disbursement of career capital for National Target Programs of Pac Nam district is also not very positive. In 2024, career capital for 03 National Target Programs in the whole district disbursed 20,760/107,967 billion VND, reaching 19% of the assigned estimate. Of which, career capital disbursed for National Target Program 1719 was 8,816/70,233 billion VND (reaching 13%); National Target Program for Sustainable Poverty Reduction was 11,902/36,719 billion VND (reaching 32%); National Target Program for New Rural Construction was 42 million VND/1,015 billion VND (reaching 4%).
Not only Pac Nam, with the implementation of Project 03 of the province, localities in Bac Kan province have dissolved the Ethnic Affairs Department. According to the reports of localities sent to the Ethnic Affairs Department (now the Department of Ethnic Affairs and Religion) of Bac Kan province, due to the absence of an Ethnic Affairs Department, the implementation of ethnic policies in the area, especially the National Target Program 1719, is limited, not meeting the goals, ensuring the plan.
