The study of planning of border gate areas needs to be consistent with the planning of the national border gate system, based on Decision No. 1199/QDTTg dated October 14, 2023 of the Prime Minister on approving the planning of border gates on the Vietnam - China land border for the period 2021-2030, with a vision to 2050 and other relevant orientations; at the same time, focus on studying the model of duty-free zones.
The project orients the development of the new urban area of Ma Lu Thang international border gate into a type V urban area by 2030. This urban area will develop towards tourism, international trade, logistics center, and planning for investment in the construction of synchronous social infrastructure.
Meanwhile, Phong Tho town and its vicinity will develop into a key urban area of Ma Lu Thang Economic Zone and Phong Tho district, with the characteristics of a type IV urban area, an administrative and political center, a resort tourism center, and a hub for trade and service exchanges.
