With the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas, the Provincial People's Committee assigned the Ethnic Committee (now the Department of Ethnic Minorities and Religions) to perform 4 key tasks, including: advising on the issuance of implementation plans; reporting on implementation results; submitting to the Provincial People's Council a resolution on the central budget capital plan and counterpart capital from the local budget; monitoring and evaluating periodically every 6 months and at the end of the year.

In addition, the program's governing units such as the Ethnic Minorities Committee (now the Department of Ethnic Minorities and Religions), the Department of Agriculture and Rural Development (now the Department of Agriculture and Environment), are assigned to proactively advise the Provincial People's Committee to develop a capital allocation plan, selecting priority investment contents with focus and key points. The province aims to disburse 95% of the capital plan in 2025, and at the same time disburse 100% of the capital in 2022, 2023 and 2024, extending to 2025.

Previously, at the 30th session (special session) of the 11th term People's Council of Binh Thuan province held on January 10, 2025, the Provincial People's Council passed 7 important resolutions related to socio-economic development, including resolutions on capital allocation plans to implement national target programs in 2025.

Specifically, the Provincial People's Council agreed to allocate VND224,980 billion of state budget capital to implement the National Target Program on New Rural Development and VND75,299 billion for the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas. The capital allocation is required to be implemented from the beginning of the year to create conditions for localities to proactively implement projects and works according to the set schedule and plan.
