On the afternoon of March 20, the People's Committee of Thai Binh province worked with a delegation from Vietnam National University, Hanoi (VNU) led by Professor, Dr. Le Quan, Director of VNU, to discuss a plan for cooperation in training, science and technology development, innovation and digital transformation for the period 2025 - 2030.

Receiving and working with the delegation were comrade Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Committee; leaders of relevant departments, branches, localities and enterprises.
Five key areas of cooperation
The cooperation plan between the Provincial People's Committee and VNU aims to promote the potential and strengths of both sides in human resource training, scientific research, innovation and digital transformation, serving socio-economic development and international integration. VNU will support the province to effectively implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on the development of science, technology, innovation and national digital transformation; Resolution No. 03/NQ-CP dated January 9, 2025 of the Government; Action Program No. 41/CTr-TU of the Provincial Party Standing Committee and Plan No. 26/KH-UBND of the Provincial People's Committee.
The two sides identified five key areas of cooperation, including: Human resource training and development, scientific research and technology transfer, socio-economic development policy consulting, construction and development of Thai Binh University, and digital transformation. In the immediate future, in 2025, focus on cooperation in human resource training, especially human resources in the political system to meet the requirements of digital transformation in practice. Coordinate the organization of short-term courses, training to improve leadership capacity, management, expertise, and professional skills for officials, civil servants, and public employees at the request of the province. In the period of 2025 - 2030, focus on cooperation in implementing digital transformation, scientific research, technology development, and innovation.
Strengthening cooperation to promote development
At the meeting, Professor, Dr. Le Quan emphasized that VNU and Thai Binh province have a close cooperative relationship and have achieved many positive results. The signing of this cooperation agreement will continue to create momentum for Thai Binh to promote innovation, develop science and technology, contributing to improving the province's competitiveness in the new period.

Delegates also discussed specific cooperation contents, especially in the fields of human resource training and application of science and technology into practice.
Speaking at the meeting, Mr. Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, affirmed that Thai Binh identified science, technology, innovation and digital transformation as inevitable trends and important driving forces for socio-economic development. To effectively implement the set goals, the province needs support from prestigious research institutes and universities, including VNU.

Appreciating the capacity and experience of VNU, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee believes that this cooperation will create a premise for Thai Binh to accelerate the digital transformation process, improve competitiveness and bring practical benefits to people and businesses. He hopes that VNU will continue to accompany and actively support Thai Binh province in each field according to the agreement. After the signing ceremony, the province will assign specific tasks to each department, branch, agency and unit to coordinate and implement for the highest efficiency.
At the meeting, the Provincial People's Committee and VNU signed a cooperation plan on training, science and technology development, innovation and digital transformation for the period 2025 - 2030.
