The destination of the proactive public administration model is quite clear: Optimizing administrative procedures, creating convenience for citizens and businesses, and improving service quality.
Mr. Truong Thai Son - Head of Digital Transformation and Telecommunications Department (Department of Science and Technology) said that instead of waiting for requests, state agencies will proactively provide information, suggest services and support citizens and businesses.
This not only reduces cumbersome procedures but also saves citizens’ time and effort and improves management efficiency. In addition, state agencies can also predict social needs and prepare necessary solutions and services.
“The proactive public administration model will use information technology and digital data to automate administrative processes. This implementation aims to fulfill the requirements of Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation. Once established and put into practice, the model will reduce inconvenience to people and improve the quality of administrative services across the province,” said Mr. Son.
According to Mr. Son, the model will proactively notify and support citizens in carrying out administrative procedures such as renewing driving licenses, reissuing citizen identification cards, registering births, deaths, registering businesses, changing driving licenses and other administrative procedures.
For example, when a citizen's driver's license or passport is about to expire, Mr. Son said that the system will proactively send notifications via SMS or the Smart Quang Nam mobile application, helping citizens not to miss procedures and save time when renewing. These services are automated, helping people complete procedures quickly without having to go to administrative agencies.
Public service integration
A notable feature of the proactive public administration model in Quang Nam is the integration of many public services into one interconnected process. Instead of having to go to many agencies to carry out different procedures, citizens can carry out only one procedure and complete the related administrative procedures. For example, when applying for a construction permit, citizens can simultaneously register for electricity and water supply, saving time and effort.
This model not only improves service quality but also helps reduce overload at administrative agencies. Linking administrative services will help people solve problems more quickly and effectively.
The utility of the model is clear, however, the implementation process requires strong participation of departments and branches in enriching data, digitizing and building data into a resource to serve the realization of the model.
Vice Chairman of the Provincial People's Committee Ho Quang Buu said that Quang Nam has been investing heavily in technology infrastructure, building industry databases and software systems to support online public services.
These are important steps to create a foundation for administrative procedures to be processed automatically and more accurately, helping to save time for citizens and minimize errors in management. Departments and branches must review and develop a list of administrative procedures that will be implemented according to the proactive public administration model in 2025, with a specific roadmap for implementation.
“Departments and sectors need to be proactive in implementing administrative procedures without administrative boundaries and speed up the progress of data digitization, ensuring that public services are fully connected and synchronized with the systems of central government agencies. Communication work, instructions on using online public services and digital utilities need to be promoted so that people can be more aware of the services and how to access them,” Vice Chairman of the Provincial People's Committee Ho Quang Buu requested.
