Minister of Transport Nguyen Van Thang will answer questions on the following groups of issues: Solutions to improve the transport infrastructure system, limit traffic accidents nationwide, and reduce traffic congestion in major cities.

State management responsibilities in inspection activities; solutions to remove difficulties and improve the quality of inspection work for road and inland waterway motor vehicles.

Management of transportation activities, vehicle quality; training, testing, issuance, revocation and management of licenses to operate road and inland waterway vehicles.

Deputy Prime Minister Tran Hong Ha; Ministers of Planning and Investment, Finance, Construction, Science and Technology, Public Security, and National Defense participated in answering questions and explaining related issues.

In the report of the Ministry of Transport sent to the National Assembly delegates on a number of contents related to the group of questions raised at the Fifth Session, the Ministry of Transport said that in recent years, the state management of training, testing, and granting of driving licenses has been relatively thoroughly decentralized by the Ministry of Transport to localities; at the same time, the socialization of facilities and training and testing of drivers has been strongly implemented, basically meeting the needs of society for learning and testing of driving.

Regarding the system of training facilities and testing centers, currently, the whole country has 371 car driving training facilities distributed in 63 provinces and cities; 154 car driving testing centers, distributed in 57 provinces and cities, currently there are 6 provinces without testing centers including: Lai Chau, Tien Giang, Tra Vinh, Bac Lieu, Bac Kan and Vinh Long.

According to reports from the Departments of Transport, as of February 28, 2023, the country had more than 40,600 driving practice cars; more than 48,400 teachers teaching practice; more than 3,800 teachers teaching theory and more than 2,300 teachers teaching both theory and practice.

Regarding the issuance of national driving licenses, in 2022, the country issued more than 845,000 car driving licenses and more than 927,000 motorcycle driving licenses. To date, the country has issued more than 12.2 million car driving licenses and more than 51 million motorcycle driving licenses.

From the beginning of 2023, the Minister of Transport decided to establish comprehensive inspection teams for the management of training, testing, and granting of driving licenses by the Departments of Transport nationwide; at the same time, the inspection process must comply with the principles of publicity, transparency, independence, objectivity, seriousness, handling violations as they occur; and be responsible to the Minister of Transport and the law for the results of the inspection.

Up to now, through inspection, it has been found that there are shortcomings and limitations in the management and implementation of the Department of Transport, with potential negative risks such as: The exploitation of DAT data (driving time and distance monitoring device) to manage training is still limited; courses and certification exams have not been inspected or monitored, or the implementation is still formal, not true to reality...
