Entering the new year 2025, the transport industry reaches the milestone of 80 years of glorious tradition of "going ahead to pave the way".

Speaking with Giao Thong Newspaper, Minister Tran Hong Minh affirmed that the Ministry will be determined and drastic in streamlining the apparatus, using virtuous and talented cadres, promoting the strength of the team, putting work quality first, and entering a new era with the country.

Many opinions have pointed out the great challenges for the “Commander of the Transport Sector” at the time he was assigned by the Prime Minister to hold the important responsibility of Minister of Transport. After two months, what can you share about your work?

Having grown up in the military training environment, having spent many years working on bridges, roads, and defense construction investment, when I took on the task, I myself determined that there were advantages but also many challenges. The Ministry of Transport is a multi-sector, multi-professional, multi-field ministry and always receives great attention from society. That is a pressure.

The pressure is even greater as transport infrastructure is one of the three breakthroughs mentioned in the Resolution of the 13th Party Congress.

The workload is huge, as shown by the nearly 400,000 billion VND of public investment capital for the transport sector assigned by the Prime Minister in the 2021-2025 term . How can the Executive Committee and the Ministry's leadership promptly direct the implementation of tasks, with progress being fast but not neglecting quality, that is what I am concerned about...

I have just taken on the task and have witnessed the working spirit of my colleagues, the whole industry thoroughly grasping the direction of the Prime Minister: "Ideology must be clear, determination must be high, great efforts must be made, actions must be drastic", any work "that the Party has directed, the Government has agreed, the National Assembly and the people agree with, then only discuss and do, not discuss back". Thanks to that spirit, in 2024, the transport industry has carried out many difficult tasks.

Political tasks and a large amount of work must be carried out in the context of merging, arranging and streamlining ministries and sectors according to Resolution 18-NQ/TW. When the Ministry of Transport and the Ministry of Construction merge, in your opinion, what are the difficulties and advantages to complete the important tasks of the sector?

First of all, it must be affirmed that the arrangement and streamlining of ministries and branches is a major and correct policy to strengthen the leadership role of the Party, improve the effectiveness of State management in a centralized and unified direction; with focus and key points, in accordance with the socialist-oriented market economic institution.

Implementing the direction of the General Secretary and Prime Minister, the Project to merge the Ministry of Transport and the Ministry of Construction has been carefully and thoroughly researched and developed in the direction of "streamlining - compactness - strength - efficiency - effectiveness - efficiency", meeting the principle that one agency performs many tasks and one task is assigned to only one agency to preside over and take primary responsibility.

Streamlining the organization and integrating the urban and rural management sector of the Ministry of Construction with the transport sector will create a combined strength to undertake more difficult tasks, larger projects, and broader scope.

Up to now, with high consensus, the Ministry of Construction and the Ministry of Transport have completed the content of the Project to merge the two ministries and submitted it to the Government. After the competent authority issues an official decision, the Ministry will resolutely implement the next steps.

Regarding the surplus staff, the Ministry of Transport has directed specialized agencies to take action early, screen out staff who show weaknesses with appropriate policies and regimes, and retain staff with virtue, talent, and professional qualifications to meet the requirements in the new situation in accordance with the direction of the General Secretary and Prime Minister.

The process of streamlining and reorganizing the apparatus will still have a lot of work to do, but it will certainly bring about results. There needs to be unity in thinking, awareness and action, recognition from the whole group and self-awareness from each cadre and party member, and the decisive participation of Party committees at all levels.

Identifying 2025 as a year of special importance, the Prime Minister set a GDP growth target of 8% to create momentum, force, and spirit to implement the plan for 2026 and the entire period of 2021 - 2030. In the new year, what challenges and solutions does the Minister think the Ministry of Transport will implement to contribute to the successful implementation of the Government's goals?

2025 is identified as the year to accelerate the successful implementation of the goals set forth by the 13th Party Congress.

One good thing is that in recent years, in the field of bridges and roads, the project management team, domestic contractors, and engineers have matured and have good qualifications. However, reality shows that the task of making a breakthrough in transport infrastructure still has many big challenges.

Long Thanh Airport project still has many items that need to be accelerated, the leadership and construction organization have not achieved the expected unity, and need to continue to improve to increase effectiveness and efficiency.

According to international experience, a large project like Long Thanh Airport usually requires a chief engineer, chief architect, and chief engineer for each work group/construction item.

Next is the railway sector. For many years, Vietnam has not had any large-scale railway projects implemented. The level of management, engineers, and domestic workers is still limited, lacking high-quality human resources for high-speed railways and urban railways. This is a huge barrier in leadership, direction, and implementation.

The railway management and operation apparatus is currently divided into 3 organizations: Vietnam Railway Authority, Vietnam Railway Corporation, and Railway Project Management Board, so the unity in management and direction has not achieved the desired results.

Without thorough and careful preparation in all fields, the process of implementing new projects with more complex techniques and larger scale will make us dependent on foreign consultants and contractors.

For particularly large projects with particularly urgent progress such as the North-South high-speed railway, the 19 special mechanisms approved by the National Assembly must be specified in resolutions and directive documents to have a solid legal basis for direction and implementation.

In addition, the inland waterway and maritime sectors also face many difficulties and are being resolutely directed by the Ministry to resolve them so that investment and development work can be focused and key according to the specialized planning approved by the Prime Minister.

Overcoming difficulties and challenges, the Ministry of Transport will mobilize maximum intelligence inside and outside the Ministry in combination with foreign consultants; perfecting institutions as a basis for concretizing work with detailed plans for each item/step of work, assigning specific and clear tasks to people based on their strengths, experience, and trained expertise, combined with strengthening inspection and supervision.

In the immediate future, it is necessary to combine domestic and foreign training to improve the management skills of officials and engineers in the Ministry in the railway and aviation sectors to have a high-quality team.

On the journey of the country entering a new era, the transport sector has also reached the milestone of 80 years of tradition. Standing at this important threshold, what message does the Minister want to send to the cadres and workers of the entire sector?

Transportation is an industry that was born very early, associated with the length of the country's history.

Continuing the glorious history of "leading the way", continuing and promoting the achievements and valuable experiences of previous generations of leaders, over the years, the collective of cadres, civil servants, public employees and workers of the industry have made efforts day and night, through holidays and Tet, ready to put aside personal feelings, dedicate their youth to each construction site to build roads, airports, ports, railways connecting the two regions of the country, increasing regional connectivity, opening up new development spaces, developing localities, enriching the country.

Transportation is the lifeblood of a nation, like the main blood vessel in the human body. If a point or area is blocked, the economy and society will be affected.

In 2025, the Ministry of Transport will continue to maintain discipline, order; solidarity; innovative thinking, proactive creativity, putting work quality first with the highest determination, greatest effort, and together with the country entering a new era - the era of national development.
