In 2024, Vietnam will become a bright spot on the world map, with its national status elevated. Infrastructure is constantly being improved, making Vietnam the most dynamic economy in Southeast Asia.

Also in the past year, the Ministry of Transport was assigned an exceptionally large amount of work, with exceptionally fast progress, and a leadership transition, but with a spirit of dedication, working day and night, regardless of holidays, the entire sector promptly overcame difficulties, firmly walking with the country on the journey of taking off, entering a new era - the era of national growth. In particular, the following highlights must be mentioned.

General Secretary To Lam has repeatedly emphasized: Of the three biggest bottlenecks today, which are institutions, infrastructure and human resources, institutions are the "bottleneck of bottlenecks".

Minister Tran Hong Minh chaired the Ministry of Transport's working conference on the afternoon of December 12, 2024.

Identifying that removing institutional bottlenecks is a prerequisite step to removing other bottlenecks and promoting the country's comprehensive development, as of December 2024, the Ministry of Transport has issued 33 circulars under its authority; completed and submitted to the Government 10/10 draft documents according to the proposed program and plan.

During the year, the Ministry actively developed and advised the Government to submit to the National Assembly for approval the Road Law project in June 2024.

A series of major policies with positive impacts on society have been mentioned, especially promoting decentralization and delegation of responsibility for state management; removing obstacles in mobilizing non-budgetary resources.

In the field of vehicle inspection, the Ministry of Transport proactively proposed that the Government issue Decree No. 121/2024 (amending and supplementing the provisions of Decree 139/2018 and Decree 30/2023 on motor vehicle inspection service business).

Many key issues have been adjusted to help prevent traffic jams and people no longer have to queue up for vehicle inspection in the last months of the year.

To meet development requirements, the Ministry of Transport is urgently completing to submit to the Government the dossier of the Vietnam Railway Law (amended); summarizing and completing the dossier proposing to develop the Vietnam Aviation Law, the Vietnam Inland Waterways Law, the Vietnam Maritime Code; coordinating with ministries and local branches to complete the report to the Prime Minister on 2 important projects including:

Project on orientation for mobilizing social capital to invest in airport infrastructure and Project on solutions to handle difficulties and problems for some BOT traffic projects.

In 2024, the Government will also pay special attention to the urban railway development strategy in major cities, directing the authorities of major cities to coordinate with ministries and branches to complete the Project on developing the urban railway network system in Hanoi and Ho Chi Minh City by 2035, and soon submit it to the Politburo for consideration.

National Assembly deputies voted to pass a Resolution on investment policy for the North-South high-speed railway project.

At the 8th Session of the 15th National Assembly, the high-speed railway project on the North-South axis was officially approved by the National Assembly with a high approval rate.

After 18 years of research, model reference, and learning from experiences in 22 countries and territories with developed high-speed railways, the project's investment policy was approved, marking a historic milestone for the transport industry.

With the close attention of the Party and State leaders, the coordination of the Ministry of Planning and Investment and related ministries and branches, the State Appraisal Advisory Council, and leading scientific experts, the project is a testament to the unified will and aspiration to bring the country straight into modernity of the entire political system and the entire nation.

Racing against time, from the time the project investment policy was agreed upon by the Party Central Committee (September 2024), for nearly two consecutive months, leaders of the Ministry, officers of the railway project management board, and the Department of Planning and Investment worked day and night to collect comments from National Assembly agencies, ministries, and branches, update and complete the project in time to submit to the National Assembly for consideration.

The project has a total main line length of about 1,541km, including 23 passenger stations, 5 cargo stations, with a total investment of more than 67 billion USD, expected to open up new development space for localities along the route; contribute to restructuring the transportation market share on the North-South corridor; ensure national defense and security and be a stepping stone for domestic enterprises to access, participate, and move towards mastering technology and improving competitiveness.

With the strong direction of the Government and the Prime Minister, the Ministry of Transport is focusing on coordinating the implementation of the next steps, ensuring the construction schedule starts in 2027 and basically completes the entire route by 2035.

In 2024, transport projects continue to receive special attention from the Party, Government, National Assembly, and National Assembly agencies.

General Secretary To Lam's visit to inspect the construction progress of the Cao Lanh - An Huu expressway project in mid-December 2024 demonstrated the determination of the Party and State towards the goal of making a breakthrough in infrastructure, including transport infrastructure, as set out by the 13th Party Congress.

In 2024 alone, the Prime Minister personally inspected and worked with localities 11 times to resolve difficulties for the North-South Eastern Expressway project. Of which, the Can Tho - Ca Mau component project welcomed the Prime Minister 5 times.

At the Long Thanh International Airport project, in 2024, the head of the Government has inspected it five times. After each trip, problems were gradually resolved, the construction site added more construction teams, and the contractors had new momentum.

Determined to set the 3,000km milestone by 2025, the Prime Minister launched a 500-day and night peak emulation movement.

After the launching ceremony, the entire construction sites of nearly 30 projects were activated, the number of human resources and machinery mobilized by contractors increased exponentially. Construction output increased on average 1.5 - 2 times compared to the time before the launch.

From the longitudinal highway to the transverse highway, construction teams are organized day and night, “3 shifts, 4 shifts”. Sunny days speed up all items simultaneously. Rainy days boost the construction output of bridges, culverts, foundations and road surfaces.

Following the direction of the Prime Minister, Minister of Transport Tran Hong Minh, immediately after taking office, quickly went to the construction sites of a series of major projects: Can Tho - Ca Mau Expressway, Long Thanh International Airport to inspect the situation, assign tasks, and set specific timelines for each item/project.

The progress of key projects is guaranteed, some component projects of the North-South Expressway from Quang Ngai to Khanh Hoa are expected to be completed 3-6 months ahead of schedule, even 9 months, with the principle: "Do not trade quality for progress".

Along with the main route infrastructure, the auxiliary items ITS, ETC, vehicle load control system, and rest stops were resolutely directed by the Ministry's leaders to be completed synchronously with the main route, ensuring effective and safe operation.

Following the Prime Minister's direction, at all highway construction sites, complicated problems regarding land and materials are being continued to be resolved by ministries, branches and localities.

The investor of Long Thanh airport project is completing procedures, starting construction of an additional runway in phase 1; selecting contractors for the remaining packages.

Connecting railway projects, especially the Lao Cai - Hanoi - Hai Phong national railway project, are setting a racing schedule to start construction.

The construction site has a new spirit, the output is constantly increasing, throughout 2024, the disbursement results of public investment capital of the Ministry of Transport are always the highest in the country.

In 2024, cargo transport output is estimated to reach 2,450 million tons, an increase of 14.5% over the same period in 2023.

In the first 10 months of the year, the Ministry of Transport was assigned a capital plan of VND 71,288 billion by the Prime Minister. By the end of November 2024, the Ministry continued to be assigned an additional VND 4,193 billion, bringing the total public investment capital plan for the year to VND 75,481 billion.

On the total assigned capital plan, accumulated by the end of December 2024, the Ministry of Transport disbursed about 60,200 billion VND, reaching 80% of the plan and striving to reach 95% of the plan by the end of the fiscal year.

In 2024, the volume of freight transport is estimated to reach 2,450 million tons, an increase of 14.5% over the same period in 2023, of which the following sectors: Aviation increased by 20%, road increased by 15.2%, waterway increased by 14.5%, seaway increased by 14%, railway increased by 12%.

Passenger transport is estimated at 4.7 million passengers, an increase of 11.2% compared to 2023, of which the following sectors: Aviation increased by 5.1%, road increased by 15.3%, waterway increased by 10.1%, seaway increased by 17%, railway increased by 16%.

In the aviation sector, domestic airlines have recovered and are profitable after a sharp decline in revenue due to the impact of the pandemic.

Hanoi - Ho Chi Minh City route continues to rank 4th in the list of busiest domestic routes in the world.

During the year, aviation faced major challenges due to the manufacturer's engine recall, which caused a shortage of aircraft, and fluctuations in foreign exchange and fuel rates, which increased management and operating costs. At many times, airfares fluctuated greatly.

The Ministry of Transport has directed a series of solutions to increase the number of flights and capacity such as: Reviewing and developing effective operating procedures, implementing plans to reduce aircraft turnaround time, optimizing aircraft operating time during the day; increasing flights after 10 p.m., creating conditions for Vietnamese airlines to lease/purchase new aircraft to supplement their fleet.

Domestic airlines have recovered after a sharp decline in revenue due to the impact of the pandemic.

Railways have flourished with many products and services aimed at experiential tourism, associated with cultural heritage journeys, attracting strong domestic and international visitors.

Song Than and Cao Xa stations have been invested in upgrading and renovating to promote international freight transport.

Maritime continues to grow with many seaports ranking high in the world in terms of operational efficiency.

According to the CPPI (Container Port Performance Index) published by the World Bank and S&P Global Market Intelligence for 405 global container ports in 2023, Cai Mep port cluster (Ba Ria - Vung Tau province) ranked 7th in CPPI (calculated for 5 ship sizes) and 8th (technically calculated), up 5 places compared to 2023 (ranked 12th) and ranked higher than many major transshipment ports in the world.

Cai Mep is also the 8th ranked port in terms of cargo throughput (over 4 million TEUs per year).

Since Decision No. 876/QD-TTg of the Prime Minister, the green transformation wave has spread strongly in the transport sector.

Traditional taxi companies are gradually switching to electric vehicles, the market share of green taxis is increasingly expanding in the market, being welcomed by people; the public transport network in big cities has more vehicles using clean fuel (electricity, LNG).

Vietnam's first seaport welcomes clean fuel ship. After the successful call of a 31,000 DWT ship to Tan Vu port (Hai Phong port) at the end of October, shipping company CMA CGM decided to operate a service route with LNG-powered ships to reduce carbon.

Greening of vehicles and infrastructure is being promoted from roads, waterways, seaways, railways, and aviation.

Many key issues have been adjusted to help people stop queuing for vehicle inspection in the last months of the year.

Implementing the Prime Minister's direction, the transport sector has deployed a series of solutions, including institutionalizing and synchronously deploying charging station infrastructure, creating convenience for people to use electric vehicles.

According to statistics from the Vietnam Register, if in 2020, the whole country only had 26 electric cars registered for the first time and put into use, then in 2024, the number of electric cars registered for the first time and put into use will reach 66,496 vehicles, 2,557 times higher than in 2020.

To date, the country has a total of 101,010 electric cars in use. The project to develop the urban railway network in Hanoi and Ho Chi Minh City by 2035 is also one of the strategic steps, creating the premise for urban development in the direction of green, smart, and connected with public transport (TOD).
