On February 27, at the Party Central Committee Headquarters, General Secretary To Lam chaired a meeting with the Standing Committees of the Sub-Committees preparing for the 14th Party Congress and the Steering Committee summarizing 40 years of Renovation to give opinions on major policies in the Draft documents to be submitted to the 14th National Party Congress.
Implementing the direction of General Secretary To Lam, a number of policies have been reviewed and synthesized by the Central Executive Committee, the Politburo, the Secretariat, and key leaders since the 10th Central Conference, and the Standing Committees of the Sub-Committees have reviewed and synthesized to consider supplementing and updating the draft documents submitted to the 14th National Party Congress, including the content on the economic growth target for the 2026-2030 period towards achieving double digits, continuing to review, adjust, supplement and perfect functions, tasks, streamline the internal organization of agencies, units, organizations...; along with a number of other important contents on national defense, security, foreign affairs, on building and perfecting the state, law, and on the work of preventing and combating corruption, waste and negativity.
Concluding the meeting, General Secretary To Lam basically agreed with the proposal of the Standing Committee of the Subcommittee and the Steering Committee to summarize 40 years of Renovation, and at the same time noted that in general, we should continue to absorb the opinions at the meeting to edit, update and supplement the draft reports in a concise manner, in which it is necessary to generally assess strategic issues, highlighting the determination and aspiration for breakthrough development of the entire Party, people and army to realize the development goals by 2030, the 100th anniversary of the founding of the Party, our country will be a developing country with modern industry and high average income; by 2045, the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, our country will become a developed country with high income.
The General Secretary requested that the reports be written in an action-oriented manner and immediately implemented into practice so that the people, cadres, and party members have confidence and clearly see that the set goals are well-founded and achievable. The spirit is that as soon as they are approved, the entire political system will immediately implement them.
The General Secretary pointed out the need to update, supplement, and deepen the assessments of the results achieved, causes, and lessons learned from 40 years of Innovation during the 13th National Party Congress term.
The results of streamlining and organizing the apparatus and political system more clearly reflect the outstanding socio-economic development results in the final years of the 13th Party Congress term; with the spirit of looking straight at the truth to assess the shortcomings, limitations, bottlenecks and outstanding knots in all fields.
The General Secretary noted that we must make an objective assessment to clearly identify where we are, what our level of development is, and have the right solutions to implement. We must not glorify our achievements, but we must also not be pessimistic and only see the shortcomings and limitations without properly assessing the achievements and results that our entire Party, people and army have strived to achieve.
In addition, continue to update, evaluate, analyze and forecast strategies on the international context, trends, especially new issues that can directly impact our country both in the short and long term, so that the Party and State can have appropriate strategies and policies...
The General Secretary stated that throughout the documents, it is necessary to supplement and emphasize the key role of Party building work, affirm the ideological steadfastness in the Doi Moi path, and at the same time clearly see that the Party is shouldering the historical responsibility of leading the country into a new era with many difficulties and challenges; requiring our Party to constantly improve its mettle, intelligence, and innovation capacity, and gradually perfect itself to fulfill the historical responsibility of leading the country into a new era of the nation.
Emphasizing that time is running out, the General Secretary requested the Standing Committees of the Subcommittees to direct the Editorial Team to edit, complete, spend adequate time, and focus efforts and intelligence to complete the work with the highest quality and on schedule.
