5 forms include: sending draft reports for organizations and individuals to participate as organizations or individuals; organizing conferences to collect opinions according to the organizational system; announcing draft documents, collecting opinions through newspapers, the internet, social networks, and direct mail; sending to solicit feedback from the Vietnam Fatherland Front and socio-political organizations; organizing comments at Party cell congresses, Party committees, and Party congresses at all levels.
In March, Hai Duong Newspaper and the provincial Radio and Television Station will publish the full text of the draft Political Report of the 17th Provincial Party Executive Committee on the newspaper and website to collect comments from all walks of life.
The Vietnam Fatherland Front Committee, socio-political organizations and mass organizations shall, based on the direction and guidance, organize vertical consultation and organize feedback to ensure efficiency, quality and progress as required to be completed before April 30.
Before April 15, the Provincial Party Committee Office will send draft reports to district Party Committees, city Party Committees, Party Committees directly under the Provincial Party Committee, agencies, departments, branches, sectors, the Vietnam Fatherland Front Committee and socio-political organizations of the province to organize discussions and contribute opinions.
The conference sought opinions from veteran revolutionaries, former members of the Provincial Party Standing Committee, and retired leaders of the Provincial People's Council and People's Committee before April 30.
Currently, some districts have submitted draft political reports to the District Party Congress for the 2025-2030 term to solicit comments from Party building committees, the Provincial Party Committee Office, departments, branches, the Vietnam Fatherland Front, and socio-political organizations of the province.
Contributing opinions to draft documents aims to gather the intelligence of cadres, party members and people from all walks of life to participate in deciding important issues of the Party, country and locality.
The Propaganda Department of Hai Duong Provincial Party Committee requires closely following the Central Committee's suggested discussion content for each document and the direction and guidance of the Party Committee; fully, honestly and accurately synthesizing the opinions of all classes of people and the opinions discussed at the Party Congresses at all levels.
Each Party Committee shall prepare a report summarizing the opinions of the Party Congress at its level and the opinions of the people participating in the draft documents of the 14th National Party Congress and the documents of the directly superior congress for the 2025-2030 term.
