According to the direction of the Chairman of the Provincial People's Committee, when implementing the arrangement and reorganization, agencies and units must close the archives before handing over records and documents to the new unit. Documents with permanent preservation value must be submitted to the Historical Archives Center, Department of Home Affairs within 45 days from the date of the arrangement decision. The handover of records and documents must comply with the instructions in Circular No. 16/2014/TT-BNV of the Ministry of Home Affairs.

For documents that are subject to agency archives, the old unit is responsible for handing them over to the new unit receiving the headquarters for continued management. In case the new unit does not receive the old headquarters, the document management will be carried out by the receiving agency with most of the functions and tasks. The files and documents when handed over must ensure that they have full components and contents according to regulations.

In particular, files and documents related to the work being handled, including paper files and electronic files, will be handed over directly to the new unit for further processing. The Provincial People's Committee assigned Tuyen Quang Telecommunications to coordinate with relevant agencies to transfer electronic data to the receiving unit, ensuring that storage and operation work is not interrupted.

The Department of Home Affairs is responsible for monitoring and urging the implementation of records and documents management in accordance with current regulations. The Department of Information and Communications guides agencies and units in exploiting text data and archived documents after reorganizing the apparatus, and at the same time supports the timely conversion of electronic records data.

Heads of departments, branches and units must seriously implement this to ensure continuity and transparency in managing records and documents, contributing to improving the operational efficiency of the administrative apparatus after reorganization.
