(NLDO)- According to the Ministry of Public Security, the police of units and localities have completed the work to organize the local police apparatus into 2 levels to come into operation from March 1.
On the morning of February 28, Senior Lieutenant General Tran Quoc To, Deputy Minister of Public Security, chaired a press conference to announce Decree 02/2025 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Public Security.

At the press conference, Major General Hoang Anh Tuyen, Deputy Chief of Office and Spokesperson of the Ministry of Public Security, said that in addition to receiving 5 groups of tasks from ministries and branches, the Ministry of Public Security also organized the arrangement and streamlining of the local police apparatus from 3 levels to 2 levels, and did not organize district-level police.
According to Major General Hoang Anh Tuyen, in this streamlining, the police force continues to reduce 1 department under the Ministry of Public Security. Accordingly, the Security Industry Department will be merged with the Institute of Science and Technology; 694 district-level police officers will be reduced and 5,916 district-level police teams will be reduced.
Speaking more about the arrangement of local police at two levels, Major General Pham Quang Tuyen, Deputy Director of the Department of Organization and Personnel (X01, Ministry of Public Security), said that this arrangement comes from new requirements and tasks of ensuring security and order and the conversion of working status and digital transformation. Along with that, stemming from the reality that commune-level police have basically met the requirements of serving people, businesses and ensuring security and order in the area.
According to Major General Pham Quang Tuyen, up to now, the Ministry of Public Security and the police of units and localities have completed the work to organize the local police apparatus into 2 levels to come into operation from March 1. Currently, 56 provinces and cities have operated under the 2-level police model, without organizing at the district level, and tomorrow, March 1, the remaining 7 localities will put this model into operation.
Deputy Director X01 said that local police have rearranged and reassigned tens of thousands of district-level police officers. During the reassignment process, hundreds of officers at the level of department heads, deputy department heads and equivalent to district heads and deputy district heads who were not old enough to be re-elected or not old enough to work for a term voluntarily resigned before their age limit, and 290 officers at these levels were assigned to lower positions to facilitate the reorganization of the apparatus. All officers subject to the reorganization and streamlining were subject to policies and regimes according to regulations.
"When the district-level police are not organized, the 53 functions and tasks of this level will be transferred to some vertical sectors of the provincial police and some areas will be transferred to the commune police to ensure normal operation, no interruptions, and more effective operation," said Major General Pham Quang Tuyen.
According to the Ministry of Public Security, to implement the new organizational activities, immediately after the end of the district-level police activities, the Ministry of Public Security issued instructions on reviewing, making statistics, handing over, and taking over the system of books, records, documents, evidence, objects, and electronic data in the field of criminal proceedings when implementing the new organizational model of the Ministry of Public Security.
For tasks that are being inspected, verified or temporarily suspended, the district-level police shall issue documents and transfer slips (with a list of cases being inspected, verified or temporarily suspended) to the competent unit under the provincial-level police investigation agency for receipt and handling.
For cases under investigation or temporarily suspended, the district-level police investigation agency shall issue a request document with a list of cases under investigation or temporarily suspended so that the district-level people's procuracy can issue a decision to transfer the case to a competent unit under the provincial-level police investigation agency for receipt and investigation.
