Prime Minister: Need to build more intersections for Bien Hoa Expressway

On the afternoon of February 13 (the 4th day of the Lunar New Year), Prime Minister Pham Minh Chinh inspected the construction site of the Bien Hoa - Vung Tau expressway project, phase 1, and worked with relevant agencies on the investment plan to expand the Ho Chi Minh City - Long Thanh - Dau Giay expressway.

The Bien Hoa - Vung Tau Expressway Project has a total length of 53.7km (34.2km through Dong Nai province, 19.5km through Ba Ria - Vung Tau province), a design speed of 100km/h, and a scale of 4-6 lanes in phase 1. The expansion phase will have a scale of 6-8 lanes. The total investment of the project is nearly 18,000 billion VND, including 3 component projects; implementation time from 2022, basically completed in 2025 and put into operation from 2026.

Of which, component project 1 is 16km long, with Dong Nai Provincial People's Committee as the managing agency, with a total investment of 6,012 billion VND; component project 2 is more than 18km long, with the Ministry of Transport as the managing agency, with a total investment of 6,852 billion VND; component project 3 is about 19.5km long, with Ba Ria - Vung Tau Provincial People's Committee as the managing agency, with a total investment of 4,964 billion VND.

The main problem of the project at present is the slow site clearance in Dong Nai province, leading to the construction progress not meeting the plan (currently, Dong Nai has only handed over 20% of the site).

After listening to reports from relevant units and localities, Prime Minister Pham Minh Chinh requested the Ministry of Natural Resources and Environment and the Electricity Corporation to immediately send a working group to support Dong Nai in completing the site handover before June 30.

Assessing that Ba Ria - Vung Tau province is doing a good job of disbursing funds for the project, the Prime Minister assigned the Ministry of Finance and the Ministry of Planning and Investment to balance and allocate 600 billion VND from the increased revenue in 2023 to supplement Ba Ria - Vung Tau province to implement component project 3 this year.

The Prime Minister assigned the Ministry of Transport, localities and relevant agencies to study and add more intersections to the Bien Hoa - Vung Tau Expressway, opening up new development space and effectively exploiting the expressway. In addition, the Prime Minister requested units to strive to open the Bien Hoa - Vung Tau Expressway to traffic in 2025.

"16km without any intersections would be a waste. The highway must have vehicles getting on and off, opening up space for development. Try to have an intersection within a 10km radius," the Prime Minister directed.

On the same afternoon, Prime Minister Pham Minh Chinh also attended the ceremony to welcome international ships and issue the first command of the New Year of the Dragon at Tan Cang - Cai Mep International Port (TCIT), belonging to Saigon Newport Corporation, Navy.

Speaking at the ceremony, Prime Minister Pham Minh Chinh acknowledged and commended the contributions of Saigon Newport Corporation to the overall achievements and results of the Vietnam People's Army and the whole country in 2023.

The Prime Minister requested Tan Cang Corporation to continue to actively contribute to the marine economic development strategy and implement 3 strategic breakthroughs (institutions, human resources and infrastructure, including transport infrastructure); the unit needs to build, connect and modernize major seaports and inland waterway ports, promote the application of science and technology, innovation, promote digital transformation, green transformation, contribute to reducing logistics costs, reducing the price of goods, improving the competitiveness of the economy, goods and enterprises, contributing to promoting the export of goods, especially agricultural products, bringing more benefits to farmers.
