This is one of the largest projects in Lao Cai province to celebrate the 65th anniversary of Uncle Ho's visit to Lao Cai province (September 23, 1958 - September 23, 2023) and 120 years of Sa Pa tourism (1903 - 2023).
The project to build a road connecting Noi Bai - Lao Cai Expressway to Sa Pa includes building a new provincial road 155 from the Noi Bai - Lao Cai Expressway intersection to Km13+800, connecting with National Highway 4D (including Mong Sen Bridge - the viaduct with the highest bridge pier in Vietnam) with a length of 13.8km.
Provincial Road 155 is built parallel to the existing National Highway 4D according to grade IV road standards; total investment is 1,382 billion VND.

For National Highway 4D from Lao Cai city to Sa Pa town, the traffic organization plan remains the same as the current status.
For provincial road 155, from Mong Sen overpass area to Lao Cai city, vehicles travel one way from Sa Pa to Lao Cai city.
Lao Cai - Sa Pa BOT Investment Joint Stock Company (project investor) is responsible for organizing traffic and ensuring traffic safety on the route.
Previously, on August 22, the investor of this route allowed vehicles to test run on Mong Sen overpass with an 83m high overpass pillar, the highest in Vietnam at present.
