The project investor and contractor are making efforts to overcome difficulties to achieve the goal of opening the parallel route of Ring Road 4 in Hung Yen before September 30, 2025.


Determined to push progress from the beginning of the year

On February 10 (January 13), reporters were present at the construction site of the parallel road of the 4th ring road of Hung Yen province. At the time of the reporter's presence, the asphalt concrete paving team of the contractor Lizen Joint Stock Company was operating the production line to lay the C19 layer of compacted asphalt concrete on the section through Dung Tien village, Dong Tao commune, Khoai Chau district.

After 14 months of construction, the parallel road of Ring Road 4 has now entered the asphalt concrete pavement stage.

The cold of the intensifying monsoon did not lessen the heat of the asphalt concrete and the hustle of the engineers and workers on the construction site. Each truck of asphalt concrete was poured from the mixing station more than 500m away, and when poured into the spreading machine, the sizzling sound could still be heard. As the asphalt spread out, the iron rollers and tire rollers followed one after another to flatten it.

Engineer Nguyen Cong Truong, Commander of Package 2.2 of contractor Lizen, said: This is the 4th paving shift since Tet. If the weather is favorable, we will organize a paving shift every 2-3 days. Each paving shift is about 1,800 tons of asphalt concrete, equivalent to 700m of road (depending on the thickness of the paving layer).

In the Ring Road 4 parallel road project, Lizen is the only contractor to construct 33.5km of left and right parallel roads. After 14 months of construction, Lizen has paved 6km/25km. The remaining sections have basically completed the foundation and have moved to the crushed stone grading stage.

The commander of package 2.2 of contractor Lizen informed about construction organization measures at the construction site to shorten the project progress.

“To achieve this result, since the beginning of construction, Lizen has made a construction plan with the goal of shortening the progress. Wherever there is a clean surface, the contractor will arrange workers and equipment to start construction immediately. Notably, at the groundbreaking ceremony, Lizen leaders committed to shortening the progress by 3-6 months, so at the construction site, the construction teams are required to work in 3 shifts, 4 shifts, not including Saturdays and Sundays.

During the Lunar New Year, the government had 9 days off, but we worked until the 28th of December, then arranged for people to be on duty for the New Year. On the 3rd day, we returned to the construction site with 50% of our staff. On the 6th day of the Lunar New Year, 165 engineers and workers were present, divided into 8 teams, working simultaneously until now. In addition, the unit also added more staff from the Van Phong - Nha Trang expressway project to speed up the progress," said engineer Truong.

Road roller Nguyen Van Ngoc talks about the obstacles caused by the cold weather when constructing the Ring Road 4 parallel road project.

As someone who was just assigned to the construction site during Tet, roller driver Nguyen Van Ngoc (36 years old) said: “When I first came here, the weather was so cold, and I had to work in the middle of nowhere, so I often felt uncomfortable. Now I’m used to it! And the roller on the asphalt surface is still hot, so it’s less cold.”

Standing next to the supervisor, engineer An - Project consultant said: On the 3rd day of Tet, when the contractor started the work, the consulting team was also present. Each item had supervisors. Not only to ensure the highest technical quality of the project, but also to promptly prepare acceptance documents for the contractor to move to the next phase. The faster the construction progress, the more the consultants had to stick around and work.

Worry about the location affecting progress

According to the report of the Traffic Project Management Board of the Hung Yen Department of Transport (representing the investor), the Component Project 2.2 "Construction of parallel roads (urban roads) in Hung Yen province", the contractor has currently completed the construction value equivalent to 421.2/1,253 billion VND (reaching a rate of 33.66%). Basically ensuring the shortened progress set by the province.

Regarding site clearance, up to now, localities have basically completed site clearance for agricultural land and public land; and are implementing site clearance steps for residential land and business land. The total area of ​​land recovered and handed over to investors is 202.9/225.9 hectares (90%).

For residential land, localities have completed the inventory and determination of land origin, are currently organizing the establishment and publicization of compensation and support plans, and are developing resettlement plans.

Concerned about the impact of the site on the construction progress, engineer Truong said: Overall, the volume of the handed over site is quite large, but in reality, up to now, there are still 8.6km of parallel roads on the left and right that cannot be constructed because of the land being too crowded. In particular, the remaining areas are all difficult to clear, such as: land in residential areas, land for businesses that must be resettled. Meanwhile, the resettlement areas are still under construction, and there is no pricing plan to serve as a basis for compensation. In addition, there are 6 high-voltage pole locations that have not been relocated; 2 locations with 3 bridges that cannot be implemented.

“In the sections that have not yet been handed over, there are also locations that need to deal with weak ground. If the locality does not hand over the site this February, it will definitely be necessary to change the weak ground treatment plan, such as switching to cement piles, increasing the load, etc. The investor and consultant are studying these plans. However, if they really have to change, it will increase the construction cost. In the immediate future, to overcome the site problem, the unit is gathering materials in advance, casting 24 Supper T girders of the 2 Bac Hung Hai bridges in advance; gathering steel and other materials in advance to build the Dong Que River overpass (slab girder bridge),” said engineer Truong.

To solve the land clearance problem, on the 6th day of Tet (February 3), when inspecting the site, Mr. Nguyen Huu Nghia, Secretary of the Hung Yen Provincial Party Committee, requested: Localities where the route passes through need to be urgent and flexible in clearing land for residential land, business land, and arranging the location for laying the power grid infrastructure. The motto is "only discuss forward, not backward"; promptly detect and thoroughly handle arising difficulties and problems, especially regarding mechanisms and policies with the highest sense of responsibility, for the development of the province; closely coordinate between agencies and units in the process of accelerating the land clearance progress, striving to complete the land clearance for residential land before February 28, and open to technical traffic before September 30, 2025.

Mr. Nguyen Dang Trung, Deputy Director in charge of Hung Yen Traffic Project Management Board, said: The Ring Road 4 parallel road project is a key traffic project in Hung Yen province. At the same time, the province chose it as one of the projects to finish early to celebrate the 20th Provincial Party Congress, term 2025 - 2030. Therefore, right from the first days of the new year, the Board requested consultants and contractors to focus 100% of vehicles, machinery, construction equipment and mobilize 100% of engineers, workers, and laborers to return to the construction site. At the same time, develop construction scenarios when the site is handed over later than expected; Gather materials in advance so that when the site is available, construction can begin immediately. The goal is to open the entire route to traffic before September 30, in accordance with the province's direction.

According to Resolution No. 56 on investment policy for the Ring Road 4 project, Hung Yen was assigned to coordinate with Hanoi to implement component project 3 (expressway) and directly organize the implementation of two component projects: project 1.2 (compensation, support, resettlement in Hung Yen province with an investment level of 3,739.9 billion VND) and project 2.2 (construction of parallel roads, urban roads with an investment level of 1,504.6 billion VND).
Project 2.2 started on November 22, 2023, with the contract completion date being August 29, 2026.
