On the afternoon of March 1, 2025, at the Ministry's Headquarters, the Ministry of Home Affairs held a ceremony to announce Resolution No. 176/2025/QH15 of the National Assembly on the organizational structure of the Government and the implementation of personnel work of the Ministry of Home Affairs.
Comrade Pham Thi Thanh Tra, member of the Party Central Committee, Secretary of the Party Committee of the Ministry, Minister of Home Affairs chaired the announcement ceremony.
Minister Pham Thi Thanh Tra and 7 Deputy Ministers performed the button-pressing ceremony to launch the new Ministry of Home Affairs.
Attending the announcement ceremony were Deputy Ministers of the Ministry of Home Affairs; members of the Party Committee Executive Committee of the Ministry; Chief of the Office of the Party Committee of the Ministry; Deputy Heads of specialized agencies of the Party Committee of the Ministry; leaders of units under and directly under the Ministry and all civil servants and public employees at the senior expert level and equivalent; representatives of the Trade Union, Ho Chi Minh Communist Youth Union, and Veterans Association of the Ministry of Home Affairs.
At the ceremony to announce Resolution No. 176/2025/QH15 of the National Assembly on the organizational structure of the Government and the implementation of personnel work of the Ministry of Home Affairs, Minister Pham Thi Thanh Tra and the leaders of the Ministry who were mobilized and appointed by the Prime Minister after the merger of the two Ministries, the Ministry of Labor - Invalids and Social Affairs and the Ministry of Home Affairs performed the launching button ceremony, opening a new phase of operation of the Ministry of Home Affairs.
As one of the first ministries established in August 1945, the Ministry of Home Affairs has gone through 80 years of construction and development, increasingly affirming its role and position in the Government as well as the political system.
According to Resolution No. 176/2025/QH15 of the National Assembly on the new Government organizational structure approved on February 19, 2025, the Ministry of Home Affairs is ranked 4th in the highest administrative structure of the state, after the Ministry of National Defense, the Ministry of Public Security, and the Ministry of Foreign Affairs.
After the restructuring, the Ministry of Home Affairs was upgraded to a larger scale of operations, new stature and many important responsibilities in the state apparatus. Minister Pham Thi Thanh Tra and 7 Deputy Ministers, including Deputy Minister Vu Chien Thang, Deputy Minister Truong Hai Long, Deputy Minister Cao Huy, Deputy Minister Le Van Thanh, Deputy Minister Nguyen Van Hoi, Deputy Minister Nguyen Ba Hoan, Deputy Minister Nguyen Thi Ha agreed on the Ministry's motto of action in the new period : "Solidarity, Discipline, Efficiency and Effectiveness".

At the announcement ceremony, Deputy Minister Truong Hai Long, Standing Deputy Secretary of the Party Committee of the Ministry of Home Affairs, announced the Prime Minister's decisions on the transfer and appointment of Deputy Ministers of Home Affairs. Specifically:

In Decision No. 396/QD-TTg dated February 25, 2025, the Prime Minister assigned and appointed Ms. Nguyen Thi Ha, Deputy Minister of Labor, War Invalids and Social Affairs, to hold the position of Deputy Minister of Home Affairs.
The above Decisions take effect from March 1, 2025.

Speaking at the announcement ceremony, on behalf of the Party Committee and leaders of the Ministry of Home Affairs, Minister Pham Thi Thanh Tra warmly congratulated the comrades who were mobilized and appointed by the Prime Minister to hold the position of Deputy Minister of Home Affairs and the comrades who were appointed to the leadership positions of units under and directly under the Ministry of Home Affairs. At the same time, she congratulated the Ministry of Home Affairs on entering a historic turning point, "new position, new scale, new requirements to firmly enter the new era".
Emphasizing the history of nearly 80 years ago, Minister Pham Thi Thanh Tra said that the Ministry of Home Affairs and the Ministry of Labor, War Invalids and Social Affairs were among the first two Ministries established by President Ho Chi Minh. The special fate of the two Ministries is that they share the same birthday, the same journey of nearly 80 years of struggle, construction and growth, and both Ministries have made great contributions to the building of the young government, to the historical stages of the country's development.
The Minister also said that when talking about that glorious historical tradition, both Ministries feel honored, proud, and have new faith and aspirations.
The first Minister of the Ministry of Home Affairs was Mr. Vo Nguyen Giap, the first Minister of the Ministry of Labor, War Invalids and Social Affairs was Mr. Nguyen Van To, who left the two Ministries with solid foundations, so that the development journey would further converge, cultivate and spread good traditions and values.
The Minister also expressed his deep gratitude and appreciation to the previous generations of leaders, generations of cadres, civil servants, public employees and workers of the two Ministries who have made important contributions to the development of the country, creating the glorious traditional values of the Ministry of Home Affairs and the Ministry of Labor, War Invalids and Social Affairs.
“The two Ministries have successfully completed their missions in the past period and entered a new turning point of great significance for our country to enter a new era. The administrative system has also entered a new development stage, which is to build a service-oriented, democratic, professional, streamlined, efficient, effective and efficient administration. Both Ministries join hands to contribute to the country in this new period,” the Minister of Home Affairs emphasized.

Regarding tasks in the coming time, Minister Pham Thi Thanh Tra suggested:
In the immediate future, it is necessary to focus on studying and implementing Conclusion No. 126-KL/TW and Conclusion No. 127-KL/TW of the Politburo, including the historic turning point task of studying the arrangement of a number of provincial-level administrative units, continuing to arrange commune-level administrative units, and building a new local government model with the requirements of streamlining, efficiency, effectiveness, and efficiency.
In addition, the Ministry is re-evaluating all tasks related to social policies such as labor and employment issues, policies for meritorious people, wages, social insurance in the public and private sectors, etc. Minister Pham Thi Thanh Tra requested that this issue be deeply considered; and that fundamental and methodical research be urgently undertaken to meet the needs of equitable development, social progress, and the country's sustainable development.
