Unify construction standards and unit prices, and supply materials for key projects.

Implementing the Prime Minister's Official Dispatch No. 02/CD-TTg dated January 9, 2024, the Ministry of Construction and the Ministry of Transport (MOT) held a Conference to deploy the Official Dispatch, aiming to remove difficulties and obstacles, unify construction norms and unit prices; exploit and supply materials for key national transport projects on January 29 in Hanoi.

The conference was held at the Ministry of Construction, connecting online with 46 localities with key and important national traffic projects and works.

According to Deputy Minister of Construction Bui Hong Minh, in the spirit of seriously and urgently removing difficulties and obstacles in determining, promulgating and announcing construction norms and prices of common construction materials assigned to contractors to organize their own exploitation according to the specific mechanism in Resolution No. 106/2023/QH15 dated November 28, 2023 of the National Assembly on piloting a number of special policies on investment in construction of projects such as: North-South Expressway System in the period of 2021 - 2025; East-West connecting highway; Airport cluster projects; Hanoi Ring Road 4 project, Ho Chi Minh City Ring Road 3 project; National Railway upgrade projects, urban railway projects, the Conference honestly, objectively and practically reflects the implementation process of key national projects.

On the basis of reflecting the advantages, difficulties and obstacles related to the State management of the promulgation of norms, construction unit prices and construction material prices of ministries, branches and localities; the management of investment capital, investment costs, and construction contract management of investors, consulting units and contractors when implementing key projects and works, the Ministry of Construction, the Ministry of Transport and specialized construction management ministries have been receptive, seriously accepted the opinions of localities, and developed solutions to remove difficulties, unify and have the right authority.

The conference discussed the management of construction progress and quality close to cost savings to implement investment cost management in accordance with legal regulations, effectively using investment capital; analyzed and clarified legal procedures, order, responsibilities and authority of the subjects participating in the construction investment process, especially related to the responsibility and authority to issue construction norms, construction unit prices, construction material prices, labor unit prices, construction machine shift prices and other costs...

Regarding the management and promulgation of construction norms and unit prices; determining prices of common construction materials and prices of common construction materials at mines assigned to contractors for exploitation according to the special mechanism of the National Assembly, the Conference agreed that the Ministry of Construction shall, according to its authority or as advised by competent authorities, promulgate methods for determining construction norms and unit prices; methods for determining prices of common construction materials or methods for determining prices of construction materials exploited at mines according to special mechanisms. At the same time, it is responsible for monitoring and urging ministries, branches and localities to promulgate specialized and specific norms according to its authority.

It is expected that in the first quarter of 2024, the Ministry of Construction will issue 318 additional norms according to its authority; continue to review and issue additional norms that are missing or inappropriate due to changes in technology, construction conditions or new construction materials. The Ministry of Transport will issue new and adjust 547 additional norms for project estimates in the first quarter of 2024 according to its authority.

In addition, the Conference requested localities, within their authority, to promptly announce the prices of common construction materials and the prices of common construction materials exploited at mines according to the specific mechanisms of the National Assembly and the Government, ensuring honest, objective, public, transparent, and correct reflection of market prices; clarify the roles, responsibilities, and authorities of ministries, branches, localities, and subjects participating in projects and works in the implementation of granting mines to contractors; request the Ministry of Natural Resources and Environment to carefully review the process of granting mines to contractors in accordance with the requirements of Official Dispatch No. 02/CD-TTg.
