The Ministry of Education and Training has added regulations that teachers who teach students to review for entrance exams, graduation exams, tutor, and train students at high schools are given a set number of teaching hours.


Circular 05 regulating the working regime for general education and university preparatory teachers, recently issued by the Ministry of Education and Training, adds a number of cases where teaching hour norms can be converted.

Specifically, for teachers teaching Vietnamese to ethnic minority students before they enter grade 1, 1 teaching period is counted as 1 standard period (if taught during the school year), 1.5 standard periods (if taught during the summer) and is included in the total teaching period norm.

Teachers teaching students to review for entrance exams and graduation exams, 1 teaching period is counted as 1 standard period.

Teachers who teach remedial classes for students with poor academic performance or teach extra classes for students whose final semester results are below the required level can have 1 teaching period converted to a maximum of 1.5 standard periods.

For teachers assigned to be judges in school-level teacher competitions or contests, 1 period of direct marking participation is counted as 1 standard period (Clause 6, Article 13).

Teachers participating in training excellent students, training students to participate in Phu Dong sports festival, guiding science and technology competitions, guiding students to participate in student competitions with startup ideas, 1 teaching period can be converted to a maximum of 2 standard periods.

Adjust real-time teaching

The circular also adjusts the regulations on actual teaching time of teachers. Accordingly, the actual teaching time of secondary and high school teachers is 35 weeks instead of the regulation of 37 weeks for teaching and educational activities as in the old regulation. At the same time, 2 reserve weeks are added for teachers to complete educational content in the general education program.

Adjust the way to regulate the teaching hours of teachers working as team leaders by hours/week (instead of regulating by the current ratio), and only regulate 2 levels, in which for schools with a scale equivalent to a class 1 school, the current norm of 2 hours remains; for the remaining schools, the regulation is equivalent to the teaching hours of a class 2 school.

Principal's summer vacation, teachers' maternity leave

The Circular supplements regulations on summer vacation for principals and vice principals. Accordingly, principals and vice principals are entitled to summer vacation like teachers, and this summer vacation is flexibly arranged during the school year and during the summer break. However, to ensure school operations, the summer vacation schedule of administrators must be reported to the management agency.

Supplementing regulations on maternity leave for teachers, including regulations on maternity leave coinciding with summer vacation. Specifically, for female teachers whose summer vacation (before maternity leave) or remaining summer vacation (after maternity leave) is no longer available or is less than the annual leave prescribed by the Labor Code, teachers will be arranged to take additional days off to ensure that the total number of days off or remaining days off and the number of additional days off are equal to the number of annual leave prescribed by this Code.
