The Ministry of Transport has just issued Circular No. 59/2024/TT-BGTVT dated December 3, 2024 "Promulgating economic and technical norms for maintenance of national railway infrastructure", effective from January 18, 2025.
The new circular applies to agencies, organizations and individuals involved in the maintenance of national railway infrastructure.
The Circular is issued together with the National Railway Infrastructure Maintenance Norms for the road, switch, bridge, culvert, tunnel and architectural sections; National Railway Infrastructure Maintenance Norms for the signal information section; Norms of loss as a basis for determining the price of machinery and construction equipment serving the maintenance of the national railway infrastructure.

The Circular clearly stipulates that railway construction maintenance is the activity of monitoring, caring for, and repairing minor damages to the construction and equipment installed in the construction, carried out regularly and periodically to maintain the construction in a normal operating and using state and limit the occurrence of damage to the construction.
National railway infrastructure maintenance standards include: Material loss rate; Labor loss rate; Construction machinery loss rate. Used as a basis for establishing unit prices, estimating maintenance costs, and making annual maintenance plans for national railway infrastructure.
Railway information system maintenance is the activities of monitoring, caring for, repairing, and replacing equipment in the signaling information system serving the railway industry, carried out regularly, periodically or suddenly to maintain the railway signaling information system in a normal operating and using state and limit the occurrence of damage in the system.
Maintenance standards for railway signal information systems include: Material loss rate; Labor loss rate; Power consumption rate. Serve as a basis for establishing unit prices, estimating maintenance costs, and making annual maintenance plans for railway signal information systems.
The norms for loss of machinery and equipment for national railway maintenance stipulate the necessary loss for a working shift and a unit of railway construction volume of specialized machinery and equipment for railway maintenance.
The cost norms for determining the price of a machine shift include: depreciation norms, repair norms, fuel - energy consumption, operating labor and other cost norms.
Previously, the Vietnam Railway Authority submitted to the Ministry of Transport for consideration and issuance of a Circular promulgating economic and technical norms for the maintenance of national railway infrastructure. According to this agency, the establishment and management of costs and prices in the field of management and maintenance of national railway infrastructure are based on the norms issued by the Ministry of Transport according to decisions and basically meet the requirements.
However, it is necessary to institutionalize the set of norms for maintenance of national railway infrastructure in use by means of a circular, which has general mandatory effect, ensuring consistency in accordance with legal regulations, as a basis for establishing and approving estimates and prices for public services for management and maintenance of national railway infrastructure.
