(Baoquangngai.vn) - Vice Chairman of the Provincial People's Committee Tran Phuoc Hien requested departments, branches, agencies, units and localities to focus on resolving the problems that Binh Son Refining and Petrochemical Joint Stock Company raised at the meeting; at the same time, committed to creating all favorable conditions for enterprises to expand business and production, ensure national energy security and contribute to the socio-economic development of the province.
On the morning of March 20, Vice Chairman of the Provincial People's Committee Tran Phuoc Hien chaired a meeting with Working Group 1252 to address the recommendations of Binh Son Refining and Petrochemical Joint Stock Company (BSR). The meeting was also attended by representatives of relevant departments, branches, localities, agencies and units.
Up to now, BSR has produced and supplied about 98 million tons of products to the market, with after-tax profit reaching over 52 trillion VND and paying the state budget over 236 trillion VND.

At the meeting, BSR representative requested the Provincial People's Committee to report to the Prime Minister to submit to the National Assembly for consideration, amendment and supplementation of a number of mechanisms and policies in the Investment Law 2020. Including the content of adjusting and supplementing the National Oil Refinery and Energy Center, along with important projects related to national security in Dung Quat Economic Zone as subjects of special investment incentives and support.
Decentralize and authorize the Provincial People's Committee to approve investment policies for investment projects in the National Oil Refinery and Energy Center, important projects related to national security in Dung Quat Economic Zone; decide to adjust exploitation reserves, extend the mining period, and increase capacity according to the needs of the Dung Quat Oil Refinery (NMLD) Upgrade and Expansion Project (adjusted project).

The company requests that agencies, units and localities consider and resolve cases where people have complaints, obstructive actions, and affect the construction process of the factory's protective fence, the site leveling project in particular, as well as the progress of the Dung Quat Refinery Expansion and Upgrade project in general.
The Department of Agriculture and Environment shall promptly resolve procedures and applications for land lease with an area of over 367,000 square meters in Binh Thuan and Binh Tri communes (Binh Son) to implement the project investment and construction. At the same time, coordinate with agencies and units to organize auctions of mineral exploitation rights for fill material mines; research and promulgate specific mechanisms, shorten auction procedures, approve auctions and grant licenses for exploitation of fill material mines; meet the exploitation schedule, serve the construction of the project's leveling items in June 2025.

Authorities, sectors and localities need to support BSR in carrying out necessary procedures for compensation, site clearance, creating clean land fund and organizing auction of the land planned to build the unit's new headquarters in Tinh An commune (Quang Ngai city) to select investors.
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Tran Phuoc Hien acknowledged BSR's contributions to the province's socio-economic development; at the same time, highly appreciated BSR's development strategy in the coming time; including building and developing the company into Vietnam Oil and Gas Refining and Petrochemical Corporation; always focusing on applying science and technology, investing in high-quality human resources to meet the needs of expanding production and business.
In particular, BSR has also actively supported and accompanied the province, ministries and central branches in completing the National Oil Refinery and Energy Center Project in Dung Quat Economic Zone.

Vice Chairman of the Provincial People's Committee Tran Phuoc Hien assigned the Department of Industry and Trade to coordinate with the Dung Quat Economic Zone Management Board and the provincial industrial parks to supplement the contents related to the central authority that BSR has proposed to the National Oil Refinery and Energy Center Project. These recommendations should be submitted to the competent authority first to remove difficulties for businesses.
The Department of Agriculture and Environment coordinates and supports Binh Son district in handling land and site clearance issues that BSR has proposed; coordinates with Quang Ngai City to focus on handling land issues in Tinh An commune in the direction proposed by BSR and reports progress to the Provincial People's Committee before April 15, 2025.
Dung Quat Economic Zone Management Board and provincial industrial parks coordinate with localities to review and shorten the time to complete the 1/500 planning for an area of more than 40 hectares of the Dung Quat Oil Refinery Upgrading and Expansion project.
The locality reviewed and promptly adjusted the land use planning in accordance with its authority, ensuring the progress of BSR's projects. The provincial inspectorate and the provincial police supported Binh Son district in resolving petitions and complaints; at the same time, they strengthened security and order during the construction of BSR's projects.
