(Dan Tri) - Homeroom teachers and teachers holding other positions will have their maximum quota reduced to 8 periods/week, which is a highlight of Circular No. 05/2025/TT-BGDDT recently issued by the Ministry of Education and Training.

On March 7, the Ministry of Education and Training issued Circular No. 05/2025/TT-BGDDT regulating the working regime for general education and university preparatory teachers.
Accordingly, the working time in the school year of principals, vice principals, and teachers of general schools is 42 weeks, of which the number of weeks teaching the contents of the general education program is 37 weeks.
The teaching quota for primary school teachers is 23 periods, secondary school teachers is 19 periods, high school teachers is 17 periods. Teachers of ethnic boarding schools are regulated to have 2 periods lower, 21, 17 and 15 periods respectively.
Reduced teaching hours for teachers
The notable point of the Circular is the reduction in teaching hours. In particular, homeroom teachers in general schools are reduced by 4 hours/week.
The head of a professional group or head of a subject group will have 3 periods reduced per week; the deputy head of a professional group or deputy head of a subject group will have 1 period reduced per week...
Teachers who are also party secretaries or party cell secretaries (where no party cell is established) in schools with 28 or more classes in regions 2 and 3, or 19 or more classes in region 1 will have their teaching hours reduced by 4 periods/week; in the remaining schools, their teaching hours will be reduced by 3 periods/week.
Part-time positions are reduced by 3 periods/week such as: Head teacher of university preparatory school, part-time teacher of information technology (in charge of all computer rooms), clerk, librarian (in charge of the library room), support work for education of people with disabilities, female teachers raising children under 12 months old...
When the school does not have equipment and laboratory staff, teachers who are also in charge of subject classrooms (except for the computer room) will have 3 periods/subject/week reduced, and those in charge of educational equipment rooms will have 3 periods/week reduced.
Part-time positions are reduced by 2 periods/week such as: Teacher and school board chairman, school board secretary, head of school people's inspection committee, during probation period...
Teachers who concurrently hold trade union work are subject to a reduction in teaching hours according to Circular No. 08/2016/TT-BGDDT dated March 28, 2016 of the Minister of Education and Training.
Teachers who also work as Youth Union secretaries or Youth Union assistants, Youth Union advisors, or Deputy Youth Union secretaries at school level are entitled to a reduction in teaching hours according to the provisions of Decision No. 13/2013/QD-TTg dated February 6, 2013 of the Prime Minister.
For teachers who are concurrently in charge of academic affairs and student counseling, the principal shall decide to ensure that the principle is consistent with the workload assigned to them concurrently. The total number of reduced periods for all teachers who are concurrently in charge of academic affairs shall not be higher than 8 periods/week.
The Circular also stipulates a reduction in quotas for many other positions. Each teacher cannot hold more than two concurrent positions.
Convert other professional activities into teaching periods
Another point is that Circular 05 stipulates the conversion of 1 direct (or online) teaching period to 1 standard period for professional activities such as: Online teaching according to the school's education plan (not organized by class) where the number of students participating in the study is less than the average total number of students of the 2 classes; teaching students to review for entrance exams and graduation exams.
Teachers are allowed to convert 1 direct teaching period (or online) into 1.5 standard periods for the following professional activities: Presenting at training classes, professional development for teachers organized by the principal or competent authority (including core teachers); teaching demonstrations at professional activities according to plan...

Other activities are also converted to the above level such as: Reporting at extracurricular activities, teaching experiential activities or experiential activities, career guidance...; teaching online according to the school's education plan for 2 or more classes...
Teachers participating in tutoring students or teaching extra classes for students whose final semester's study results are not at the level set by the school's education plan, 1 direct teaching period can be converted to a maximum of 1.5 standard periods.
Teachers participating in training excellent students, training students to participate in Phu Dong Sports Festival, training students to participate in National Defense and Security Education Sports Festival, guiding students to participate in science and technology competitions, guiding students to participate in student competitions with startup ideas according to the school's education plan, 1 direct teaching period (or online) can be converted to a maximum of 2 standard periods.
Teachers assigned to be judges in planned school-level teacher competitions or festivals (competitions or festivals according to regulations of the Ministry of Education and Training) will have 1 period of direct judging participation counted as 1 standard period.
The principal determines the specific conversion of teaching periods based on the scale.
This Circular takes effect from April 2. This Circular replaces Circular No. 28/2009/TT-BGDDT dated October 21, 2009 regulating the working regime for general education teachers.
