This afternoon, March 20, Inspection Team No. 1920 of the Politburo and the Secretariat held a Conference to approve the draft Report on inspection results for the Party Committee of the Fatherland Front (VFF) and Central mass organizations.
Member of the Politburo, Secretary of the Party Central Committee, Head of the Central Organization Commission Le Minh Hung - Head of the inspection delegation and Member of the Politburo, Secretary of the Party Central Committee, Secretary of the Party Committee of the Vietnam Fatherland Front, Central mass organizations, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien chaired.
Exemplary and responsible in organizing the apparatus
At the Conference, delegates listened to the draft Report on the inspection results of the Inspection Team of the Politburo and the Secretariat in 2025 on the Party Committee of the Vietnam Fatherland Front and Central mass organizations (Party Committee) and discussed, analyzed and evaluated the work of the Party Committee of the Vietnam Fatherland Front and Central mass organizations in leading, directing, inspecting, supervising, urging and guiding the implementation of 4 resolutions and conclusions of the Central Committee.
These are: Resolution 18-NQ/TW dated October 25, 2017 of the 12th Central Executive Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" and Conclusion No. 121-KL/TW dated January 24, 2024 of the Central Executive Committee on summarizing Resolution 18-NQ/TW associated with the establishment and operation of new Party Committees; Directive No. 35-CT/TW dated June 14, 2024 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party and Conclusion No. 118-KL/TW dated January 18, 2025 adjusting and supplementing a number of contents of Directive 35-CT/TW; Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; Conclusion No. 123-KL/TW dated January 24, 2025 of the Central Executive Committee on the Supplementary Project on Socio-Economic Development in 2025 with a growth target of 8% or more.
Speaking at the Conference, on behalf of the Inspection Delegation, Head of the Central Organizing Committee Le Minh Hung highly appreciated the Standing Committee of the Party Committee of the Vietnam Fatherland Front and the Central mass organizations for leading and directing Party organizations in the Vietnam Fatherland Front system, socio-political organizations, and mass organizations assigned by the Party and State to carefully and meticulously prepare the contents, closely following the outline and reporting data, basically meeting the requirements.
Emphasizing that inspection and supervision work is a regular activity of the Politburo and the Secretariat, comrade Le Minh Hung said that the 19 inspection delegations of the Politburo and the Secretariat this time have innovations when the inspection contents focus on the implementation, propaganda, dissemination, raising awareness and leadership, direction and organization of the implementation of newly issued Resolutions and conclusions of the Politburo and the Secretariat.
Regarding the work of conducting Party Congresses and Party cells in the system, the Head of the Inspection Delegation said that the preparation of draft political reports, review reports of Party committees, personnel work, personnel work... had been prepared in accordance with the regulations of the Politburo and the Secretariat. The summary of Resolution 18/NQ/TW and Conclusion 121-KL/TW of the Central Executive Committee were seriously implemented by the Party Committee of the Vietnam Fatherland Front and Central mass organizations, especially the summary of Resolution 18-NQ/TW, which achieved practical and synchronous results, demonstrating the pioneering, exemplary and responsible spirit in restructuring the apparatus and was highly appreciated by the Politburo.
“The data on the organization and staffing arrangements after streamlining have shown clear results. In the context of a short time and high requirements, the results achieved by the Front and socio-political organizations are very encouraging,” emphasized comrade Le Minh Hung.
With the implementation of Resolution 57-NQ/TW and Conclusion 123-KL/TW, the Party Committee has directed the Party Committee to advise on the implementation of technology application solutions on digital transformation in implementing action programs, proposing solutions to mobilize and call on the business community to both contribute ideas to perfect the institution and promote production and business activities to contribute to the development of the country. The implementation has also been adjusted to suit the actual situation.
Complete organizational arrangement before July 15
Also at the Conference, the Head of the Central Organizing Committee said that the reorganization of the Party Committee in particular and the entire political system in general has achieved positive results, with high consensus among cadres, party members and the people. To continue reorganization of the political system, the Central Party Committee of the Vietnam Fatherland Front and central mass organizations are requested to urgently study and give opinions on the contents of the projects of the National Assembly Party Committee, the Government Party Committee, the Supreme People's Court Party Committee, the Supreme People's Procuracy Party Committee, and the contents proposed by the Central Organizing Committee.
“In Official Dispatch No. 43-CV/BCĐ on the Plan to continue to reorganize the apparatus of the political system, specific tasks are assigned to Party organizations, including the Party Committee of the Vietnam Fatherland Front and Central mass organizations, stating: From now until the 11th Central Conference, the Party Committee of the Vietnam Fatherland Front and Central mass organizations will preside over and coordinate with the Central Organizing Committee and relevant agencies to receive opinions from localities, agencies, and units, complete the Submission and Project on reorganizing and streamlining the apparatus of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and State (at the Central, provincial, and communal levels) and report to the Politburo before March 25, 2025; receive opinions from the Politburo, complete the Submission and Project and send documents to the Central Executive Committee before April 1, 2025” - informed comrade Le Minh Hung.
According to the Head of the Central Organizing Committee, also according to the content of the Official Dispatch, after the resolution and conclusion of the 11th Conference of the 13th Central Executive Committee, the Party Committee of the Vietnam Fatherland Front, the Central mass organizations shall preside over and coordinate with the Central Organizing Committee and relevant agencies to advise the Politburo to issue a decision on the functions, tasks, and organizational structure of the Vietnam Fatherland Front at the Central level (to be completed before April 25, 2025); arrange socio-political organizations and mass organizations assigned by the Party and State to be under the Vietnam Fatherland Front (to be completed before July 15, 2025).
At the same time, decide to reorganize subordinate party organizations (in socio-political organizations and mass organizations assigned by the Party and State) in accordance with the organizational model after the reorganization (to be completed before June 30, 2025); propose to amend and supplement relevant legal regulations to implement the policy of rearranging administrative units and organizing 2-level local governments.
“The Party Committee of the Vietnam Fatherland Front and the Central mass organizations must proactively coordinate with a high sense of responsibility, be ready to carry out the tasks, and complete the schedule stated in the Official Dispatch. In particular, coordinate with the Central Propaganda and Mass Mobilization Department to develop a propaganda and mobilization project, provide sufficient information, scientific basis, historical and practical basis to create consensus and support from the people in this apparatus restructuring revolution. The Front system must properly resolve policies and regimes, and do a good job of political and ideological work for cadres and civil servants during the restructuring process,” Comrade Le Minh Hung suggested.
Regarding the Party Congresses at all levels leading up to the 14th National Party Congress, the Head of the Inspection Delegation noted that the Party Committee Standing Committee should focus on researching and contributing ideas to the draft amendments to the contents related to the organization of the Congress for Party committees and organizations at all levels to carry out the merger and consolidation, especially to the contents of the documents submitted to the 14th National Party Congress, so that when the Resolution is issued, it will be a guideline for Party committees at all levels to base on for implementation.
In implementing Resolution 57-NQ/TW, comrade Le Minh Hung emphasized that the Party Committee focuses on leadership, direction and has a form of propaganda and mobilization of all classes of people to contribute ideas to serve the completion of institutions, mechanisms and policies in training, human resource development, accelerating digital transformation, improving the efficiency of the Front and socio-political organizations; having solutions to improve the qualifications of civil servants to serve the process of science and technology development, innovation, and digital transformation in the Front system.
Regarding the implementation of Conclusion 123-KL/TW, the Party Committee needs to step up propaganda and mobilization to create high unity in the political system, especially mobilizing contributions from economic sectors so that the country can achieve the growth target of 8% or more, laying the foundation for double-digit growth in the following stages.
On behalf of the Party Committee of the Vietnam Fatherland Front and the Central mass organizations, Party Secretary Do Van Chien accepted the direction of the Head of the Central Organization Committee and expressed his joy at the high appreciation of the Inspection Delegation for the Party Committee, the Standing Committee of the Party Committee of the Vietnam Fatherland Front, and the Central mass organizations when strictly following the direction of the Politburo and the Secretariat, uniting and resolutely implementing Resolution 18, which was highly appreciated by the Politburo.
“This result is thanks to the joint efforts of the entire Party Committee and agencies in the political system. The Party Committee and the Party Committee Standing Committee will further promote responsibility, share and unite to lead the Party Committee to complete political tasks, especially the four key tasks mentioned by the Inspection Delegation. Ensure the implementation of the Project to rearrange and streamline the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and State (at the central, provincial, and communal levels) according to the schedule and requirements set forth by the Politburo,” Comrade Do Van Chien affirmed.
