The spirit of "running and lining up at the same time" for the progress of organizing the apparatus

Official dispatch No. 43-CV/BCĐ dated March 20, 2025 has set out drastic requirements for the plan to continue to arrange and organize the apparatus of the political system.

The highlight of Official Dispatch No. 43-CV/BCĐ is that it clearly states the timeline for the progress of a large but very specific amount of work in the organizational arrangement of the political system.

In particular, the two most notable and important milestones are June 30, 2025 for the goals of the National Assembly amending and supplementing a number of articles of the 2013 Constitution; the National Assembly Standing Committee passing a resolution on rearranging and reorganizing commune-level administrative units; the National Assembly passing a resolution on merging provincial-level administrative units; deciding to reorganize subordinate party organizations (at socio-political organizations and mass associations assigned by the Party and State) in accordance with the organizational model after the reorganization.

The deadline is August 30, 2025 so that the organizational apparatus after the arrangement can immediately go into operation in accordance with the spirit specifically stated in Official Dispatch No. 43: " Smooth, effective, and efficient immediately, without interruption of work, without leaving vacant areas and fields, without affecting the normal activities of agencies, units, organizations and society; without collecting fees and charges from individuals and organizations that have to change documents and procedures due to the arrangement of administrative units".

In particular, Official Dispatch No. 43 emphasized a top requirement to proactively and actively do a good job of propaganda, mobilization, ideological orientation and public opinion, ensuring national solidarity, creating high consensus and unity among cadres, party members, civil servants, public employees and all classes of people.

This requirement has been proven in practice over time to be extremely important in relation to the effective and planned implementation of policies and the progress of the organizational restructuring of the political system, and needs to continue to be promoted to a higher level to ensure the spirit of "The Party has directed, the Government has agreed, the National Assembly has agreed, the people have supported, the Fatherland has expected, then only discuss and do, not discuss backtracking".

Revolution in thinking and action

From the practice of previous organizational arrangements of the political system, the core viewpoint of this organizational arrangement is not simply to streamline the focal points but must aim at the larger goal of expanding and creating development space, creating a foundation and momentum for the country in the new era, while ensuring the long-term stability of the system and organization.

This is truly a revolution in thinking and action because it is not a short-term change of a few decades, but must have a strategic vision of a hundred years.

The thinking of adjusting the organizational structure and merging administrative units in this reorganization has a new and outstanding point: the reorganization is not only based on the previous simple criteria such as population size and area, but also has to pay attention to the national master plan, regional planning, local planning, socio-economic development strategy, expanding development space associated with 6 socio-economic regions, which have been determined by the Politburo's resolutions.

New spaces with new organizational structures will create synchronization and strong motivation for localities, regions and the country to develop towards the most important goal of national prosperity in the new era. At the same time, it will create institutional transparency from the central to the grassroots levels, unlocking resources for major goals of growth and development.

This is truly a revolution in thinking and action because it is not a short-term change of a few decades, but must have a strategic vision of a hundred years.
