(LĐ online) - On the morning of March 18, the Government's Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06 held its first national online meeting. Comrade Pham Minh Chinh - Politburo member, Prime Minister chaired the meeting.

Also attending were Deputy Prime Ministers, Deputy Heads of the Steering Committee Ho Duc Phoc and Bui Thanh Son; representatives of leaders of ministries, departments, branches and central agencies.
The meeting was broadcast live to the headquarters of ministries, branches, and People's Committees of provinces and centrally-run cities. At the Lam Dong bridge, comrade Tran Hong Thai - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired; also attending were leaders of departments, branches, and local units.
• DIGITAL TRANSFORMATION DEVELOPMENT IS NOT PROPORTIONAL TO ITS POTENTIAL AND ADVANTAGES
The meeting announced Decision No. 598/QD-TTg dated March 13, 2025 of the Prime Minister on the establishment of the Government Steering Committee on science, technology development, innovation, digital transformation and Project 06.
At the meeting, the Ministry of Science and Technology reported on the results of implementing tasks on science, technology, innovation, and national digital transformation in Resolution No. 57/NQ-TW of the Politburo dated December 22, 2024 and Resolution No. 03/NQ-CP of the Government dated January 9, 2025 on the Government's action program to implement Resolution No. 57/NQ-TW and Notice No. 56/TB-VPCP dated February 23, 2025, proposing key tasks that need to be implemented immediately, including a paperless government, signing and transacting in the digital environment...
At the meeting, in addition to positive aspects, the Prime Minister pointed out shortcomings, limitations and slow-progress tasks, such as 5 decrees being issued late; many tasks in programs, plans and projects are still behind schedule, with no change.

Digital transformation has not developed commensurate with its potential and advantages and has not been a driving force for economic growth. Currently, only about 30% of enterprises apply digital technology to production and business activities. Remote areas still face difficulties in accessing the internet.
Administrative reform has not received due attention, coordination between ministries, branches and localities is slow in some places and at some times, and is not very effective. Cutting and simplifying administrative procedures is still slow. The quality of online public service provision is not high (the rate of online public service provision on the National Public Service Portal has only reached 69.5%, the target for 2024 is at least 80%, the rate of digitalization of records and results of administrative procedure settlement has only reached 63.4%, the target for 2024 is at least 80%).
Human resources for science, technology, innovation, digital transformation, administrative reform and the implementation of Project 06 have yet to meet the demand in terms of quantity, quality, distribution, working attitude and professional ethics. There is no public-private partnership mechanism in resource mobilization...

• ALLOCATE AT LEAST 3% OF THE 2025 BUDGET FOR SCIENCE AND TECHNOLOGY
Concluding the meeting, on behalf of the Government leaders, the Prime Minister commended the efforts, attempts and achievements of ministries, branches and localities; the drastic direction of the members of the Government Steering Committee; the important contributions of the People's Public Security force, the People's Army, the consensus, support and active participation of the people and businesses.
The Prime Minister also requested ministries, branches and localities to allocate resources, human resources and have appropriate policies for this work; in addition to fiber optic cables and 5G systems, there must be satellite systems; move forward and quickly exploit outer space, sea space and underground space.
The Prime Minister emphasized that ministries, branches and localities need to focus on removing difficulties and obstacles related to science and technology. In the immediate future, it is necessary to review and invest in infrastructure, allocate at least 3% of the 2025 budget for science and technology, including a source of 10,000 billion VND in excess revenue, and have specific projects along with preventing waste and corruption.
The motto is "clear people, clear work, clear time, clear responsibility, clear products"; working in the spirit of 3 yes, 2 no: beneficial to the country, beneficial to the enterprise, beneficial to the people and enterprises; no negativity, corruption; no loss of State and People's assets.
Accordingly, administrative agencies must change their state from handling work for people and businesses to serving people and businesses. Diversify forms of human resource training and promote administrative reform.

The Prime Minister hopes that after the meeting, there will be new, positive and strong changes in the development of science, technology, innovation, digital transformation, administrative reform and Project 06 with the spirit of "catching up, progressing together and surpassing".
The ultimate goal is to develop a rich, civilized, prosperous country, where the people can enjoy the fruits of their labor, becoming increasingly prosperous and happy. Growth in 2025 must reach at least 8% or more and double-digit growth in the coming years, because if we only develop "averagely" as in the past years, it will be difficult to achieve the two 100-year development goals (2030 and 2045).
Regarding the immediate and long-term key tasks, the Prime Minister emphasized perfecting the institution with the spirit of open institutions, first amending a series of laws with the view of using one law to amend many laws. Developing seamless infrastructure, promoting the development of 5G, fiber optic cables, satellites; developing databases, all levels and sectors must build databases. All levels, sectors, localities, educational and training institutions must develop plans to train human resources to meet requirements.
Regarding specific tasks, the Prime Minister will handle administrative procedures as quickly as possible online, meeting various requirements and tasks. Promoting non-cash payments needs to be done better; the banking sector must proactively have a roadmap to implement this as soon as possible...
