Official dispatch No. 43-CV/BCĐ on the Plan to continue restructuring the apparatus of the political system clearly states: Reorganize socio-political organizations and mass organizations assigned by the Party and State to be under the Vietnam Fatherland Front (to be completed before July 15, 2025).
On March 20, 2025, the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Central Executive Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently issued Official Dispatch No. 43-CV/BCĐ on the Plan to continue to reorganize the apparatus of the political system.
The document clearly states: The Party Committee of the Vietnam Fatherland Front and central mass organizations shall preside over and coordinate with the Central Organizing Committee and relevant agencies to: Advise the Politburo to issue a decision on the functions, tasks, and organizational structure of the Vietnam Fatherland Front at the central level (to be completed before April 25, 2025).
Arrange socio-political organizations and mass associations assigned by the Party and State to be directly under the Vietnam Fatherland Front (to be completed before July 15, 2025).
Decide to reorganize subordinate party organizations (at socio-political organizations and mass organizations assigned by the Party and State) in accordance with the organizational model after the reorganization (to be completed before June 30, 2025).
Proposing amendments and supplements to relevant legal provisions to implement the policy of arranging administrative units and organizing two-level local governments.
According to Article 9 of the 2013 Constitution, Vietnam currently has 5 socio-political organizations, including:
1. Vietnam Trade Union
Vietnam Trade Union is a political and social organization of the working class and laborers established on a voluntary basis, representing laborers, caring for and protecting the legitimate and legal rights and interests of laborers;
Participate in state management, socio-economic management; participate in inspection, supervision and monitoring of the activities of state agencies, organizations, units and enterprises on issues related to the rights and obligations of workers;
2. Vietnam Farmers' Association
The Vietnam Farmers' Union is a socio-political organization of the peasant class led by the Communist Party of Vietnam; the political foundation of the Socialist Republic of Vietnam and a member of the Vietnam Fatherland Front.
3. Ho Chi Minh Communist Youth Union
The Ho Chi Minh Communist Youth Union is a political and social organization of Vietnamese youth founded, led and trained by the Communist Party of Vietnam and President Ho Chi Minh. The Union consists of progressive youths, striving for the Party's goals and ideals of national independence associated with socialism, a rich people, a strong country, democracy, equality and civilization.
The Youth Union is also considered the political core force for youth movements and youth organizations in Vietnam.
4. Vietnam Women's Union
The Vietnam Women's Union is a socio-political organization in the political system, representing the legitimate rights and interests of Vietnamese women of all classes; striving for the development of women and gender equality.
5. Vietnam Veterans Association
The Vietnam Veterans Association is a socio-political organization, a member of the Vietnam Fatherland Front, a political base of the people's government, an organization in the political system led by the Communist Party of Vietnam, operating according to the Party's guidelines and policies, the Constitution, the laws of the State and the Association's Charter.
According to statistics, there are currently 30 mass organizations nationwide assigned to be reorganized and streamlined.
