On the afternoon of March 19, the Standing Committee of Thai Binh Provincial Party Committee held a meeting of the Standing Committee of the Provincial Party Committee for Inspection Team No. 1921 of the Politburo to approve the draft report on the inspection results for the Standing Committee of Thai Binh Provincial Party Committee. General Luong Tam Quang, Politburo member, Minister of Public Security, Head of Inspection Team No. 1921 chaired the meeting.

At the conference, the representative of the Inspection Delegation presented a draft report on the inspection results to the Standing Committee of the Thai Binh Provincial Party Committee on 4 contents: The summary of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" and Conclusion No. 121-KL/TW, dated January 24, 2025 of the 13th Party Central Committee on summarizing Resolution No. 18-NQ/TW, associated with the establishment and operation of new Party Committees; the implementation of Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party and Conclusion No. 118-KL/TW, dated January 18, 2025, adjusting and supplementing a number of contents of Directive No. 35-CT/TW; the dissemination and implementation of Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; the implementation of Conclusion No. 123-KL/TW, dated January 24, 2025 of the Party Central Committee on the Supplementary Project on socio-economic development in 2025 with the growth target of 8% or more.
According to the draft inspection results report: Immediately after the resolutions, directives and conclusions of the Central Committee, the Standing Committee of Thai Binh Provincial Party Committee issued a plan to lead, direct and seriously organize implementation. Specifically, in implementing Resolution No. 18-NQ/TW and Conclusion No. 121-KL/TW, Thai Binh reduced 8 provincial-level agencies; 49 departments and equivalent; 17 affiliated public service units; 8 boards; 24 specialized departments; 8 affiliated public service units at the district level; ended the operation of 24 provincial-level steering committees and 14 magazines and newsletters of departments, branches and sectors in the area.
Regarding the implementation of Directive No. 35-CT/TW and Conclusion No. 118-KL/TW, the Provincial Party Standing Committee has issued many documents to lead, direct and deploy the Party Congresses at all levels for the 2025-2030 term, providing specific guidance on the content of the congress, drafting documents, personnel work, structure, number of delegates attending the congress, regulations on the time of the congress at each level; establishing sub-committees and working groups to assist the congresses. To date, the province has completed 100% of the congresses of Party cells under the grassroots Party Committees on schedule.
In implementing Resolution No. 57-NQ/TW, the Provincial Party Standing Committee issued Action Program No. 41-CTr/TU dated February 12, 2025; established the Provincial Steering Committee on science, technology development, innovation and digital transformation; organized a conference of the Provincial Steering Committee to implement the Resolution; led and directed the Provincial People's Committee, departments, branches and sectors to develop and issue implementation plans with targets and tasks suitable to the province's reality.
Regarding the implementation of Conclusion No. 123-KL/TW, Thai Binh sets the economic growth target for 2025 at 10.5% (higher than the level assigned by the Government); identifies the main growth pillars including industry - construction, services, agriculture and assigns specific targets for each sector. In 2025, the province strives to achieve domestic revenue of over 13,000 billion VND; attract investment capital of over 50,000 billion VND, of which foreign direct investment capital reaches over 1.5 billion USD.
The draft report also clearly stated the difficulties and limitations in implementing the inspected contents, and requested the Standing Committee of Thai Binh Provincial Party Committee to focus on overcoming them in the coming time. At the conference, delegates expressed their opinions, clarified, supplemented and proposed recommendations to the draft inspection results report.
Speaking at the conference, Comrade Nguyen Khac Than, Secretary of the Provincial Party Committee, affirmed that the Provincial Party Committee Standing Committee and Party organizations, units and localities have seriously implemented the requirements of the Inspection Team; closely coordinated, synchronized, completed reports ensuring progress, content and data as required. He emphasized that the inspection results report will help the Provincial Party Committee Standing Committee promote its strengths, and promptly correct and supplement the remaining limitations in the leadership and direction of the implementation of important directives and resolutions of the Party.

Concluding the conference, General Luong Tam Quang, Politburo member, Minister of Public Security, Head of Inspection Delegation No. 1921 of the Politburo acknowledged and highly appreciated the leadership and direction of the Standing Committee of the Thai Binh Provincial Party Committee in implementing the resolutions, directives and conclusions of the Politburo and the Secretariat. He requested Party committees at all levels to promote their leadership and direction in implementing them resolutely, substantially and effectively; proactively review and remove bottlenecks and shortcomings, and maximize the potential and advantages of the locality with innovative and creative approaches.
Regarding the task of reorganizing the apparatus, the Minister of Public Security requested the Standing Committee of the Thai Binh Provincial Party Committee to actively contribute to the Central's provincial merger project; direct the good implementation of the merger of commune-level administrative units, deploy the two-level local government model to ensure objectivity, science, and suitability to reality; the Standing Committee of the Thai Binh Provincial Party Committee needs to focus on leading and directing the synchronous and drastic implementation of solutions to achieve the economic growth target in 2025; promote the application of science and technology, innovation and digital transformation to improve productivity, quality, and competitiveness of the economy.
The Minister of Public Security also emphasized that, along with socio-economic development, the Provincial Party Committee Standing Committee needs to continue to pay attention to maintaining security and order, building a truly clean, strong, disciplined, elite, and modern provincial police force, meeting the requirements of tasks in the new era - the era of national growth.
Regarding the recommendations and proposals of the Standing Committee of Thai Binh Provincial Party Committee, the Inspection Team will receive and synthesize to supplement and complete the report before submitting it to the Politburo for consideration and conclusion.
