Two issued plans open up new development space for the capital

On the morning of March 21, the Steering Committee of Program No. 05/CTr-TU dated March 17, 2021 of the Hanoi Party Committee on "Promoting planning and planning management; improving the effectiveness and efficiency of management and use of resources, environmental protection; proactively preventing and combating natural disasters, rescue, and responding to climate change in Hanoi, period 2021-2025" organized a summary of the Program.

Achieved many positive, comprehensive results

Speaking at the conference, Chairman of the City People's Committee Tran Sy Thanh assessed that Program No. 05-CTr/TU dated March 17, 2021 is one of the 10 major work programs of the entire term of the City Party Committee for the 2020-2025 term.

This is a large-scale program with a very important role, aiming to gradually realize the orientation of developing the capital in a sustainable direction, harmonizing economic growth with environmental protection, improving the efficiency of planning management, resource use and response to climate change, contributing to building a modern, green, clean, livable capital Hanoi, in line with the development trend of the world.

Right from the beginning of the term, the City Party Committee, People's Council and People's Committee have focused on implementing drastic and synchronous solutions to implement the Program. They have promptly issued documents directing the implementation to departments, branches, districts, towns; issued an Action Plan with specific tasks, clearly assigned the presiding unit and progress of each stage...

In particular, clearly identify key tasks, solutions, and roadmaps to focus on effectively implementing goals, targets, and tasks under the responsibility of each sector, field, and locality. At the same time, promote communication and propaganda of the purpose and significance of the Program to people, organizations, and businesses in the capital.

After more than 4 years of implementation, with the determined efforts of the entire political system from the city to the grassroots, Program 05 of the City Party Committee has achieved positive and comprehensive results.

Assessing the overall targets, Chairman of the City People's Committee Tran Sy Thanh said that 11/13 targets have been completed (84.6%). 58/94 tasks, plans and projects have been completed (nearly 62%), 18/94 tasks have been regularly implemented or integrated into other tasks (accounting for about 19%); 18/94 tasks are being implemented (approximately 19%).

Effective implementation of land management, investment and construction

According to Chairman of the City People's Committee Tran Sy Thanh, there are some outstanding results by field. Regarding planning and planning management: many key tasks in the field of architectural planning have been completed, especially two major plans: Capital Planning for the period 2021-2030, vision to 2045; Adjustment of the Hanoi Capital Master Plan to 2045, vision to 2065. These are two key contents of the Program and also the key tasks of the City in this term. The two issued plans have shaped and opened up new development space for the Capital.

In addition, the Master Plan for underground space in the central urban area; Planning for bus stations, parking lots, logistics centers and rest stops in the city until 2030, with a vision to 2050; Regulations on architectural management of urban areas and rural residential areas in the city... have been completed.

The completion of a series of plans will be an important basis for the city to effectively implement land management, investment, construction, and urban development in the coming period.

At the same time, improve the efficiency of management, resource use, and environmental protection: the rate of collection, transportation, and treatment of hazardous waste reaches 99%; the rate of collection and treatment of solid waste in urban and rural areas meets standards and regulations: in urban areas, the rate of collected and treated solid waste reaches 100%, in rural areas it reaches 95-99%. The amount of waste collected and treated each day is up to nearly 6,900 tons. The rate of urban wastewater treated to meet technical standards is 40.8%. It is expected that by the end of 2025, this rate will exceed 50%.

In addition, proactively preventing and combating natural disasters, rescuing, and responding to climate change: The city has ensured the safety of dykes corresponding to the designed flood levels on the Red River, Da River, Duong River, and Day River... In the period of 2021-2025, despite facing harsh weather conditions, especially storms No. 2 and No. 3 (in 2024) and rain and floods caused by the storm, the work of ensuring the safety of the dyke system has achieved good results, without any serious incidents of dykes. In addition, drainage work in the inner city area is always guaranteed to be quick, safe, and has many timely response plans.

The Fire Prevention and Rescue Police Force has been given priority in investing in building facilities, purchasing many modern firefighting and rescue equipment and vehicles, contributing to reducing the number of large fires, casualties, saving time for firefighting and rescue, minimizing economic losses for organizations and individuals. Scientific research, technology application, digital transformation in fire prevention and rescue work have been given attention and achieved many advances.

Strive to achieve the highest targets and tasks of the Program

On behalf of the City leaders and the Steering Committee of Program No. 05 of the City Party Committee, Chairman of the City People's Committee Tran Sy Thanh acknowledged and commended the efforts of departments, branches, districts, towns and cities in proactively and effectively implementing assigned tasks. At the same time, he requested that departments, branches and People's Committees of districts, towns and cities continue to focus on implementing a number of key tasks.

In particular, the Department of Planning and Architecture consults with the City People's Committee to organize the implementation of new planning and adjustment of urban and rural planning levels, underground space planning and specialized technical infrastructure planning according to the Hanoi Capital Master Plan to 2045, with a vision to 2065.

Coordinate with the Department of Home Affairs in arranging communes in accordance with the scope of urban and rural planning, ensuring compliance with the Adjusted Master Plan of Hanoi Capital to 2045, vision to 2065, and the City Urban Development Program to 2035. Proactively review and adjust the City Urban Development Program to 2035 to be consistent with the implementation of Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo on arranging the organization and administrative units.

In addition, continue to coordinate with specialized agencies of the Ministry of Construction to advise the City People's Committee and contribute comments on draft amendments to the Law and Decree in accordance with the direction in Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo.

Chairman of the City People's Committee Tran Sy Thanh also requested the Department of Agriculture and Environment to continue to proactively encourage and guide units to fully implement assigned targets and tasks in their areas of responsibility. From now until the end of 2025, strive to achieve the highest targets on environment and rescue.
