Minister Nguyen Van Hung: Creating a ripple effect in grassroots information and foreign information work

Maximizing the power of the national information system

Presenting a report at the meeting, Mr. Pham Anh Tuan, Director of the Department of Information and Communications Technology, emphasized that the merger of the Department of Information and Communications Technology and the Department of Information and Communications Technology into the Department of Information and Communications Technology has helped optimize communication work, improve the effectiveness of state management and maximize the power of the national information system.

Regarding position and function, the Department of Information and Communications Technology is an administrative organization under the Ministry of Culture, Sports and Tourism, performing the function of advising and assisting the Minister in state management and organizing law enforcement on information and communications technology.

Permanent Deputy Minister of Culture, Sports and Tourism Le Hai Binh said that the Department of Information and Communications needs to focus on completing key tasks, including perfecting the institutions of the information and communications sector.

Providing a comprehensive picture of public information and communication work, Mr. Pham Anh Tuan said that public information is essential information transmitted directly to people through various forms of information such as commune-level radio stations, public bulletin boards, public information bulletins, non-commercial documents serving public information activities; direct propaganda through grassroots propagandists, portals or websites, social networks, internet messaging applications, telecommunications messages, etc.

Currently, the legal corridor has been gradually completed, opening up new development space for TTCS activities. In particular, TTCS activities have been transformed from mainly one-way information to interaction with people; increased reception of feedback information and information on the response content of competent agencies, organizations and individuals to people's feedback information.

With TTĐN, Mr. Pham Anh Tuan shared that this is official information about Vietnam, information promoting Vietnam's image and information about the world situation in Vietnam.

The work of the media has had many fundamental and important changes, contributing positively to the dissemination of the Party's guidelines and policies and the State's laws and policies. The image of Vietnam is more widely known. The prestige and position of Vietnam in the international arena are increasingly consolidated.

Regarding the key directions and tasks in 2025, Mr. Pham Anh Tuan said that the Department of Information and Communications Technology will develop a Circular regulating the broadcasting system applying information and telecommunications technology; develop a Circular regulating the organization of competitions and festivals on information and communications technology; and develop a communication strategy to promote Vietnam's image abroad until 2030.

Amending and supplementing Decree No. 72/2015/ND-CP of the Government on management of information technology activities; submitting to the Prime Minister a report on the results of research on building a model of the National Information Technology Coordination Office; organizing the building of institutions, promoting the inspection, supervision and evaluation of the effectiveness of information technology at home and abroad...

The Department of Information and Communications Technology will continue to consider the Internet as the main front to protect the regime, carry out information and communications technology work; measure, evaluate the effectiveness and announce the results of information and communications technology work; evaluate the effectiveness of foreign press, the effectiveness of information and communications technology in localities; make recommendations from the evaluation results. At the same time, mobilize the entire population to do information and communications technology through the Happy Vietnam contest , enterprises to do information and communications technology, mobilize KOLs, etc.

“Goal, approach, breakthrough”

Speaking at the meeting, Minister of Culture, Sports and Tourism Nguyen Van Hung said that immediately after receiving the Department of Information and Communications and the Department of Information and Communications from the former Ministry of Information and Communications to the Ministry of Culture, Sports and Tourism, now becoming the Department of Information and Communications, on the basis of the contents clearly stated in Decree 43/2025/ND-CP stipulating the functions, tasks, powers and organizational structure of the Ministry of Culture, Sports and Tourism, the Department of Information and Communications proactively started working immediately, without interrupting the implementation of the assigned functions and tasks.

The Minister assessed that in recent times, the work of TTCS&TTTĐN has achieved many results in promptly propagating the Party and State's guidelines, policies and guidelines to the people. Along with that, the image of a Vietnam with gentle and hospitable people has been spread to international friends.

In addition to the achievements, the Minister noted that in the near future, information work will still face many difficulties. Especially in the context of science and technology, social networks developing, and human resources difficulties, those working in management will have to strain themselves under the pressure of handling information-related issues.

In the coming time, the Minister suggested that the Department of Information and Communications continue to identify key tasks to be performed; make proposals, recommendations, and forecasts during the implementation of tasks.

In the long term, based on the prescribed functions and tasks, the Department must continue to contribute ideas and make improvements to build a better unit.

In the process of performing functions and tasks, absolutely do not leave out work; have output products; clearly demonstrate a focused leadership, management, and operation mindset; know how to mobilize resources to effectively perform work. The Minister suggested that resource mobilization can come from signing cooperation documents with related units.

The content that the Minister especially emphasized is that the Department must perform well the state management function on information technology and information technology; closely follow the leadership and direction of the Party and State; strengthen information and propaganda about the new guidelines, lines and policies of the Party and State to the people.

At the same time, continue to clarify the content of state management of information. After clearly understanding the content, the Minister requested the Department of Information and Communications Technology to make proposals that are constructive and develop the field.

Emphasizing the keywords target, approach, breakthrough, the Minister stated that in the target, state management of information technology and information security must aim for accurate, timely, effective goals, spreading positive energy; maintaining and promoting the mainstream and official information flow.

Overview of the working session

Regarding access, the Minister said there must be an approach to information from the grassroots level. Information must be two-way from central to local and from local to central.

In addition, there must be a "multimedia" element in accessing, processing, and disseminating information; from the press, social networks to influential people... Regarding social networks, the Minister noted that the Department of Information and Communications Technology must coordinate and increase propaganda to raise users' awareness of cultural behavior in cyberspace.

At the same time, the Minister affirmed that there must be a breakthrough in the work of TTCS&TTĐN. In particular, the Minister especially emphasized institutional breakthroughs. The Department of TTCS&TTĐN must promote intellectual strength, be proactive, coordinate in reviewing, and propose solutions to remove institutional bottlenecks, increase connectivity, and unlock all resources for the development of the sector.

In organizing events, the Minister said that when organizing TTCS&TTĐN activities, there must be coordination to create large-scale events; there are even events of national and international scale. The effectiveness of events for information work must be high and have a widespread effect.
