Seize the opportunity to rebel with the element of secrecy and surprise
Nguyen Thi Dinh was not the head of the provincial Party Committee during the Dong Khoi period, nor was she a military person, but she knew how to seize the opportunity, be creative, and direct the uprising of the people of the entire province. The trigger was the three communes of Dinh Thuy, Phuoc Hiep, and Binh Khanh (later called Dong Khoi) to implement Resolution 15 of the Party Central Committee, opening the climax of the Southern revolution to liberate the nation until the day of total victory.
If we consider the policy of uprising, we must evaluate the correlation between us and the enemy as a basis. In reality, the enemy has a system of control from the province to the commune and hamlet. The province has a sub-region, a main security battalion, the district has a security company, the commune has a militia platoon, the hamlet has a people's self-defense force, and the five-family militia; it is equipped with artillery, tanks, armored vehicles, iron ships supported by the air force and the general reserve department... On our side, the armed forces cadres gathered in the North, no longer have weapons, the cadres who stayed were shot and imprisoned by Diem's Law 10/59, and very few remain. The people are patriotic but they are controlled and cannot contact the revolution, but comrades have assessed and judged correctly: The enemy is numerous but not strong in ideology, some soldiers and puppet authorities within the enemy are oriented towards the revolution. Our cadres are few but have a steadfast ideology, are loyal to the Party, and have extensive experience in the 9 years of resistance against the French. Our people were oppressed by the enemy but always turned towards revolution. Resolution 15 was born in time and was a breath of fresh air urging us to rise up and liberate the nation.
From the above factors, he quickly deployed and thoroughly grasped Resolution 15 for cadres, party members and people to seize the opportunity to rise up with the element of secrecy and surprise.

He directly organized a legal force to destroy the villains, collect weapons, and join the movement to destroy the puppet regime system, closely contacting our bases in the enemy's heartland to bring weapons back to establish an armed force. Immediately after the uprising, the enemy counterattacked. Our armed force had just been established, but with experience and courage, we destroyed the security company of Mo Cay district, with a commander who made them panic. Without the support of enemy forces, the people simultaneously liberated the three communes of Dinh Thuy, Phuoc Hiep, and Binh Khanh.
The puppet government apparatus was paralyzed, all communes had captured enemy guns, and there were armed groups supporting the revolutionary movement in the entire district. When they sent reserve troops from Saigon to sweep away in order to destroy our armed forces and suppress the movement, comrade directed the dispersion of armed forces to sweep away, making them not know where our armed forces were so they could destroy them.
Regarding the mass revolutionary movement, the sound of drums and gongs of the masses terrified them and destroyed the enemy's system of suppression. When the puppet main force intervened, we and the enemy were not equal in strength. He directed the political force, the masses, women, the elderly, and children to go to the district to fight with the argument that the Saigon army was killing, robbing, and raping, demanding that the district chief withdraw his troops, disband, and divide the enemy forces between the main force and the local force. They suppressed, the fighting forces returned to the town in greater numbers, the enemy was forced to withdraw, and we preserved our forces. Through the uprising movement, we maintained and developed throughout the province, which was a wonderfully successful political struggle in the province.
Regarding the work of military agitation (during the anti-French period, it was called enemy - puppet agitation), right from the first day of preparation, he advocated contacting the internal base and mobilizing the puppet soldiers halfway to join the revolution, typically the platoon of the general militia brought guns back to build our armed forces to be strong. It can be said that applying the method of conducting the people's war, comprehensively in both rural and urban areas, clearly showed the two legs - three prongs (military, political, military agitation). Later, it was applied throughout the process of the revolution in the South, liberating the nation.
