The above proposal is stated in the draft Decree replacing Decree No. 72/2013/ND-CP on management, provision and use of internet services and online information and Decree 27/2018/ND-CP amending and supplementing Decree 72/2013/ND-CP.
The draft stipulates that social networks (domestic and cross-border) must identify users and provide identification information to authorities upon request. The data required for this request includes real names and phone numbers. In addition, it is expected that social networks operating in Vietnam will only allow identified users to post, comment, and use the live video streaming feature. Unidentified accounts will only be allowed to view simple content.
Social media account identification may require providing real name and phone number
The social network will be responsible for identifying users, and must manage livestream content and remove it when requested by authorities.
For social networks or cross-border internet services in Vietnam today, only Facebook requires account identification, the owner must use a real name verified by legal identification documents. The rest of YouTube, Google, Twitter... do not have this requirement for regular users and only require authentication for those who make money from these platforms.
Although identification is intended to protect the ownership and interests of users related to social network accounts, this process can encounter difficulties when requiring the provision of sensitive personal information such as citizen identification number (data on date of birth, hometown, residential address... appearing on the ID card when taking a photo), phone number, real name...
"Anonymity to communicate and interact with others is a real human need, which existed before the development of the internet. There are features and types of services designed to serve this need, so eliminating anonymity is very difficult, requiring efforts from all parties, including management agencies, service providers and users," said Mr. Vu Ngoc Son - CTO of Vietnam's network security technology company NCS.
