Promoting higher education cooperation between Vietnam and Canada

On the morning of March 6, at the Ministry of Education and Training (MOET), Deputy Minister Nguyen Van Phuc received and worked with Ms. Louise Michaud, Deputy Minister of Universities Canada, on further promoting higher education cooperation between the two countries.

Attending the meeting were leaders of the Canadian Ministry of Universities, the Canadian Embassy in Vietnam, representatives of the State of Saskatchewan, Canada in Vietnam, leaders and officers of the Department of International Cooperation, Ministry of Education and Training.

Thanking Deputy Minister Nguyen Van Phuc for taking the time to welcome her, Deputy Minister of Higher Education of Canada Louise Michaud shared that Vietnam and Canada have a long-term cooperative relationship, in which education is an important pillar in the bilateral relationship between the two countries.

In February 2025, the Ministry of Education and Training and the Government of Saskatchewan signed a higher education cooperation agreement. This is an opportunity for Vietnamese students to better understand Canada's educational and research environment. Universities, colleges, training and research institutions of the two countries also learn about each other, thereby opening up opportunities for future educational cooperation, contributing to strengthening and developing the Vietnam - Canada relationship.

Affirming that Canada is one of the effective educational environments chosen by Vietnamese students with many prestigious universities, Deputy Minister Nguyen Van Phuc said that the signed agreements will promote more specific cooperation plans in the coming time.

Discussing Vietnam's priorities in developing science, technology, innovation and digital transformation, the Deputy Minister said that the Vietnamese Politburo issued Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in developing science, technology, innovation and national digital transformation. The Resolution is a great opportunity for Vietnam's education to transform dramatically, in which the higher education system plays a pivotal role in developing science, technology and innovation.

Therefore, Vietnam hopes that Canada will support effective cooperation programs in training high-quality human resources in the semiconductor industry, artificial intelligence, data science, information technology, along with the fields of sustainable energy and green environment.

The Deputy Minister said that on January 18, 2019, the Prime Minister of Vietnam issued Decision No. 89/QD-TTg approving the Project to improve the capacity of lecturers and managers of higher education institutions. The project sets the goal of training doctoral degrees for about 10% of university lecturers, of which 7% of lecturers are trained full-time abroad; coordination between Vietnamese universities and foreign universities that meet regional and world quality standards... Therefore, this will also be an effective way of cooperation between Vietnam and Canada in the coming time.

In recent years, Vietnam has always created favorable conditions for the Canadian Embassy in Vietnam and the Canadian Consulate General in Ho Chi Minh City to promote Canadian education through annual education fairs in October in Vietnam. The number of Vietnamese students studying in Canada in recent years has increased the most among ASEAN countries, with nearly 30,000 Vietnamese students studying in Canada.

However, there is currently no official scholarship program of the Government or schools specifically for Vietnamese students. Since 2018, a number of Vietnamese universities have deployed sending students for short-term study in Canada under the Canada-ASEAN scholarship program and developing educational exchanges at schools with signed cooperation agreements.

At the meeting, the two sides also discussed a number of cooperation contents such as requesting Canada to consider providing ODA for education, especially in the field of higher education, supporting scholarships for Vietnamese students to study in Canada, providing additional annual postgraduate scholarships for Vietnamese students, sending education experts to work, exchanging experiences, especially in the field of education quality assessment, training and coaching for education managers, encouraging higher education institutions and organizations to establish representative offices or branches/campuses in Vietnam.
