Deputy Prime Minister Le Thanh Long signed Decision No. 1687/QD-TTg dated December 30, 2024 approving the Program "Building a model of grassroots libraries serving people in mountainous and border areas in the midland and mountainous regions of the North for the period 2025 - 2030, with a vision to 2045".
The program is implemented within the mountainous and border areas of the midland and northern mountainous regions, including 14 provinces: Ha Giang, Tuyen Quang, Cao Bang, Lao Cai, Bac Kan, Lang Son, Yen Bai, Thai Nguyen, Phu Tho, Bac Giang, Lai Chau, Dien Bien, Son La, Hoa Binh (referred to as the region).
The general objective of the Program is to research and appropriately integrate information resources from communal public libraries (commune libraries); community learning centers; communal cultural/cultural-sport centers; communal post offices and cultural points; legal bookcases and books, legal documents of the Project to provide books for communes, wards, towns and some other facilities and types if appropriate (referred to as grassroots libraries).
Strive for the number of people using the basic library to increase by an average of 10% per year.
The program sets a specific target that by 2026, 15% of communes in the region will strive to build a suitable "grassroots library model" in the area; by 2030, the model will be replicated to reach 50% of the corresponding target and 90% by 2045.
By 2026, strive for 15% of grassroots libraries to effectively coordinate with provincial public libraries to provide information, products and library services in the form of circulation, mobile services, via cyberspace and organize reading promotion activities in the area; by 2030, achieve 50% of the corresponding target and reach 90% by 2045.
By 2026, 40% of librarians at grassroots libraries will be trained and have the capacity to provide library services and organize reading promotion activities; by 2030, 60% of the corresponding target will be achieved and 90% by 2045.
By 2026, the number of people using basic libraries to serve the needs of studying, searching for information, and improving knowledge will increase by an average of 10% per year; by 2030, it will reach 15% of the corresponding target and reach 30% by 2045.
The People's Committee at the commune level manages and ensures the operating conditions of the "grassroots library model".
To achieve the above objectives, the Program will deploy tasks and solutions; including reviewing, arranging and unifying the main contents on authority, processes and procedures related to the construction of a "grassroots library model" in accordance with the law on local government organization, libraries and other relevant laws, specific to the region, including:
Regarding management, human resources and finance, the People's Committee at the commune level manages and ensures operating conditions suitable to local realities and capabilities and in accordance with legal regulations; the arrangement of human resources and finance is based on the available resources of one or several grassroots libraries in the "grassroots library model".
Location: At one of the available base libraries or other available and suitable location.
Regarding expertise and profession: Provincial public libraries guide, support, and standardize library activities, book circulation, mobile services, reading promotion activities, information technology application, digital transformation, and connectivity and sharing of information resources.
In addition, promote communication work on the activities of the "grassroots library model" associated with developing a reading culture and serving the lifelong learning needs of the people; organize propaganda activities associated with annual events, such as: Lifelong Learning Response Week, Vietnam Book and Reading Culture Day, World Book and Copyright Day, Vietnam Education Promotion Day and national and local holidays and anniversaries; diversify forms of communication on digital technology platforms, raise awareness, enhance the responsibility of all levels, sectors and people at the grassroots level.

Developing a convenient "basic library model" in a modern direction
Develop criteria to guide the organization and management of the activities of the “grassroots library model”. Focus on consolidating, perfecting, investing, and upgrading facilities and equipment; arranging suitable locations, ensuring the preservation and development of information resources and convenience in serving users. Gradually perfect and develop the “grassroots library model” with modern utilities to meet the needs of lifelong learning and develop the reading culture of the people in the new period.
Innovate the method of operation, strengthen the coordination between grassroots libraries and provincial public libraries in supporting expertise, profession, training, improving the quality of human resources, providing library products and services on digital technology platforms; prioritize the connection and sharing in developing information resources, information services and promoting the value of the nation's cultural heritage, especially documents on ethnic languages between grassroots libraries in the region, serving people to access information, forming reading habits, developing self-study capacity, contributing to improving people's knowledge, improving and enhancing the quality of life.
Organize training, knowledge development, and capacity building for grassroots librarians. Strengthen the development of collaborators, mobilize human resources in other cultural institutions at the grassroots level, human resources of political-social, social-professional organizations, and communities to participate in supporting the implementation of the "grassroots library model".
Promote the mobilization, donation and resource mobilization from domestic and foreign enterprises, sponsors, organizations and individuals in accordance with the law; increase the participation of the community, especially intellectuals, in building and effectively organizing the "grassroots library model".
