Continuing to conduct inspections and grasp the implementation of Circular 29/2024/TT-BGDDT dated December 30, 2024 of the Minister of Education and Training (MOET) regulating extra teaching and learning (Circular 29), on March 5, the inspection team of the MOET led by Deputy Minister Pham Ngoc Thuong worked with the Department of Education and Training of Hai Phong.


Attending the meeting were leaders of the Department of Education and Training, leaders of district and county Education and Training Offices, principals of primary, secondary and high schools in Hai Phong city.

Determined and resolute to implement Circular 29

According to the report of the Hai Phong Department of Education and Training, immediately after Circular 29 was issued, the Department of Education and Training held a meeting with 66 principals of high schools and 14 district and county education and training offices to propagate, thoroughly understand and correctly understand the provisions of Circular 29. After the Circular took effect, the Department of Education and Training continued to hold online meetings with all cadres, teachers and staff of high schools and district and county education and training offices to continue to propagate, thoroughly understand and answer questions from units.

Guide schools to seriously and correctly implement the objectives of the 2018 General Education Program, ensuring quality. Strengthen guidance for students to self-study and research. Guide staff and teachers of the unit to conduct extra-curricular teaching and learning in accordance with Circular No. 29.

The Hai Phong Department of Education and Training has established three inspection teams and has also publicly announced the place to receive citizens at the agency's headquarters and the phone number used to receive and handle feedback on extra teaching and learning in the city.

Evaluating Circular 29, Mr. Pham Quoc Hieu, Deputy Director of the Department of Education and Training of Hai Phong, said: The Circular helps educational management units have a clearer legal basis to manage extra teaching and learning activities; helping to limit the situation of rampant and illegal extra teaching and learning.

To effectively implement the requirements of the Circular, schools focus on improving the quality of teaching and learning in the main curriculum, innovating and strengthening measures to properly implement the goals of the 2018 General Education Program, guiding students to enhance self-study and research, meeting students' learning needs. Reduce pressure on students and parents about having to attend extra classes.

The Circular contributes to ensuring fairness in education, reducing the gap in learning opportunities among students; overcoming the situation of teachers giving extra lessons to the students they are teaching in class, causing unfairness in assessment and teaching.

The Circular provides specific regulations on subjects eligible for extra teaching and learning, and cases where extra teaching and learning are not allowed, helping schools and educational management units have a clear direction in implementation. At the same time, it clearly specifies the responsibilities of management agencies regarding extra teaching and learning.

Director of Hai Phong Department of Education and Training Bui Van Kiem affirmed: The viewpoint of Hai Phong Education sector agrees with and highly appreciates Circular 29. Leaders at all levels fully understand the goal of Circular 29 and many other policies towards a healthy education, an education without collecting fees, an education without extra teaching.

According to Mr. Bui Van Kiem, educational institutions in Hai Phong strictly implement Circular 29, and all extra teaching in public schools has been stopped. Some difficulties related to extra study habits, pressure on results, funding for review support, etc. are only temporary.

The Hai Phong Department of Education and Training has coordinated with the Department of Finance to research and propose to the City People's Committee to provide appropriate funding support for educational institutions to organize review and training for students whose final semester subject results are not yet satisfactory, to train excellent students and final year students, contributing to improving the quality of education, especially for students who still have difficulties in studying, students with poor health, and students from difficult family circumstances.

Schools and teachers move with Circular 29

Speaking with the Ministry of Education and Training's inspection team, Mr. Nguyen Minh Quy, Principal of Mac Dinh Chi High School, Hai Phong, shared about the school's "4K" spirit when implementing Circular 29. That is, not to let students panic; not to let students interrupt their studies; not to lose the connection between students and teachers and schools; not to lose the image and qualifications of teachers.

Along with sharing his humanistic views on Circular 29, Mr. Nguyen Minh Quy informed about the solutions that the school is implementing to create new habits, the habit of not teaching extra classes, learning extra classes, and the habit of self-study.

Accordingly, the school has rearranged teaching for all grades, focused on building a self-study movement, issued self-study instructions, teachers do not get caught up in knowledge but improve students' thinking and synthesis ability.

Up to now, 32/42 classes have formed self-study classes, using the school's facilities for self-study and group study. Students study on the school's app, teachers assign and supervise. Since March, the school has added 15 activities so that students do not go to school alone, and students still come to school in the afternoon to participate in activities.

Mr. Nguyen Minh Quy hopes that communication activities about Circular 29 will be further strengthened to spread the meaning and culture of the Circular, as well as to protect the image of honest teachers. In addition, the regime and policies for teachers also need to be improved so that teachers can live a healthy and happy life with their profession.

In the propaganda, Ms. Van Anh said that the Education sector gave an example of the Covid-19 epidemic period when students studied online, without extra teaching or learning, but the quality of education did not decline.

Sharing the hope that the entire education sector will properly implement Circular 29, teacher Doan Thi Thu Hang, Principal of Dinh Tien Hoang Primary School, said that the whole society looks at the education sector, properly implementing Circular 29 means properly implementing the law, protecting dignity, maintaining image, and self-respect for the profession.

According to Ms. Doan Thi Thu Hang, taking extra classes with parents has become a habit, "everything depends on teachers", so implementing Circular 29, the school's communication work is very important, teachers must absorb and understand to propagate to parents.

“Teachers need to implement the content in class well and train students in self-study skills. The 2018 General Education Program also emphasizes self-study skills. When students study by themselves, they remember knowledge longer and parents must also get involved because family is very important,” Ms. Hang shared.

Implementing Circular 29 well contributes to improving the quality of education.

Speaking at the meeting, Deputy Minister of Education and Training Pham Ngoc Thuong highly appreciated the drastic and thorough implementation of Circular 29 by all levels in Hai Phong, from propaganda, issuance of documents, organization of inspections... The Deputy Minister also mentioned the article of teacher Nguyen Minh Quy, Principal of Mac Dinh Chi High School, which was actively spread on social networking forums and shared his firm belief that many dedicated and responsible teachers and colleagues are striving to maintain the inherent dignity of the industry, towards the benefit of students.

Referring to the role of management with direction, it is necessary to have many measures to effectively manage extra teaching and learning, the Deputy Minister emphasized: First of all, it is not denied that this is a real need, but extra teaching and learning is widespread, leading to many consequences. If extra teaching and learning have goals, focus, and key points, the Circular does not prohibit it. The Circular only manages openly and transparently to protect the dignity of the industry, to protect good teachers who are trusted by students and parents from being accused of coercive behavior.

In response to concerns that banning extra teaching and learning in schools will cause schools to lack funds for minor repairs, the Deputy Minister frankly said: Why do minor repairs to school facilities have to depend on extra teaching and learning? Why do we benefit from extra teaching and learning? We need to rethink, we cannot expect to increase income from students' families.

The Deputy Minister also shared: The Party and the State pay great attention to education. The Politburo has decided to exempt tuition fees for students from kindergarten to high school, so it is right to teach and learn extra classes at school without charging money. It cannot be said that teachers have reduced income because they are not allowed to teach extra classes. We need to look at many other professions, at kindergarten teachers and teachers of subjects that do not teach extra classes.

Proposing that the Hai Phong Education sector recognize and clearly identify the consequences of widespread extra teaching and learning in order to implement them resolutely, with one mind and one heart, towards the interests of students, honoring the education sector, protecting the legitimate rights and interests of teachers, the Deputy Minister re-emphasized the guiding viewpoint of "5 no's" (no "beating the drum and abandoning the stick", no compromise, no tolerance, no distortion, no saying it's difficult but not doing it), "4 upholds" (upholding the role of education management staff at all levels; upholding the spirit of self-respect, self-esteem, and devotion to students of teachers; upholding the self-awareness and self-study of students; upholding the role of the relationship between school - family - society) with the hope that the Hai Phong Education sector will implement these guidelines well.

“Implementing Circular 29 well will soon form the capacity for self-study, autonomy, and independence for students right from high school, and the safety zone of students will be expanded beyond school,” sharing this, the Deputy Minister said that self-study does not mean being alone, for high school students, teachers are the creators, commanders, and orientators, not just imparting knowledge.

Expressing confidence that with the awareness and solutions implemented, Hai Phong will effectively implement Circular 29, truly shifting the state from extra teaching and learning to self-study, the Deputy Minister suggested that Hai Phong needs to replicate good examples, teachers and education managers in Hai Phong will be the ones to best spread the value of Circular 29.
