On March 6, the inspection team of the Ministry of Education and Training (MOET) led by Deputy Minister Pham Ngoc Thuong worked and grasped the implementation of Circular 29/2024/TT-BGDDT dated December 30, 2024 of the Minister of Education and Training regulating extra teaching and learning (Circular 29) in Bac Giang province.
Attending the meeting were leaders of the Department of Education and Training, leaders of district-level Education and Training Offices, principals and parents of primary, secondary and high schools in Bac Giang province.
No student fees, no state budget used
Reporting on the implementation of Circular 29, Deputy Director of the Department of Education and Training of Bac Giang, Bach Dang Khoa, said: Immediately after Circular 29 was issued, the Department of Education and Training directed units and schools to thoroughly grasp, propagate, and disseminate to officials, teachers, parents, and students to correctly understand the provisions of Circular 29.

The Department also directed educational institutions to effectively promote existing human resources, facilities and funding to develop plans to organize extra teaching and learning in schools, ensuring scientific, appropriate and in accordance with regulations, especially for final year students.
Schools review professional assignments, utilize teachers' hours that are not yet allocated to the labor norm to assign extra teaching to final year students. Arrange funding for extra teaching and learning in schools from the budget allocated to units in 2025.
Focus on improving the quality of teaching and learning, especially the quality of formal school hours; implement diverse, flexible and unit-appropriate solutions to improve the quality of education, especially exam review for final year students.
Encourage teachers in schools to teach and supplement knowledge for students to ensure the output threshold of each subject and commit to implementing the 2K-2T solution well (2K is not collecting money from students, not using the state budget; 2T is voluntary teaching by teachers, voluntary learning by students).

Timely detect, commend, reward and promote examples of collectives and individuals who are dedicated, enthusiastic and wholeheartedly devoted to students. Strengthen inspection and supervision of extra-curricular tutoring by teachers; promptly and appropriately handle violations of regulations on extra-curricular tutoring and learning when detected.
In the draft Decision regulating the management of extra-curricular teaching and learning in Bac Giang province, the Department of Education and Training has advised the Provincial People's Committee on the reporting regulations of extra-curricular teaching and learning establishments when these establishments come into operation; the Department of Finance is responsible for providing specific guidance on business registration of these establishments in accordance with the law.
According to Mr. Bach Dang Khoa, when implementing Circular 29, educational institutions must strengthen measures to improve the quality of education in regular teaching hours, meeting the learning needs of students; contributing to reducing pressure on students and their parents about attending extra classes when there is no need.

The regulation prohibiting paid tutoring for students taught by teachers in the regular classroom is the basis for enhancing the responsibility of teachers in teaching. Teachers must really invest in their lessons to improve the quality of the assigned classes, and is also the basis for avoiding negativity in teachers forcing students to take extra classes, or students and parents who are afraid of unfair treatment by teachers forcing their children to take extra classes.
Implementing Circular No. 29 also creates motivation for dedicated and professionally skilled teachers to be recognized and rewarded, and is an opportunity to spread the examples of dedicated, enthusiastic, and wholehearted collectives and individuals for students.
Parents agree, teachers are responsible
As a parent of Le Hong Phong Primary School, Bac Giang City, Ms. Nguyen Thuong Huyen shared her agreement with the Circular regulating extra teaching and learning. She hopes that outside of school hours, her child will have extracurricular activities, develop comprehensively, and avoid pressure on her child regarding studying. She said that before her child entered first grade, she did not let her child study pre-primary school; now that her child is in first grade, she always spends at least one hour a day teaching her child and training her child to be self-studying. According to Ms. Huyen, parents cannot leave everything to the school and teachers.

Mr. Than The Sang, whose child is studying in grade 9 at Ngo Si Lien Secondary School in Bac Giang City, said: After the school announced Circular 29, parents discussed and highly agreed with the content of the Circular. In particular, parents are most concerned about avoiding the situation where some teachers take students out of school to teach extra classes. Students not having to go to extra classes outside also helps parents feel secure about traffic safety and fire safety for their children.
“Circular 29 prevents the rampant practice of extra classes and tutoring, and our children have their own time to balance their lives. Many children study until 9 or 10 pm and come home tired. Without having to go to extra classes, the family can have a full meal,” Mr. Than The Sang shared.
Also representing the parents, Mr. Ngo Xuan Tan, a parent whose child is studying in grade 11 at Lang Giang High School, Bac Giang, said: Many parents want the school to organize clubs based on students' talents in the afternoons to both manage the students and equip them with skills. This is very necessary, especially for schools in rural areas.

Discussing the implementation of Circular 29 at the school, teacher Nguyen Thi Phu, Principal of Viet Yen High School No. 1 said: The school has done a good job of communicating with teachers, staff and parents. The results have received consensus and support from parents. Parents are excited to receive Circular 29.
The school has established a dossier to implement Circular 29, rearranged the teaching staff to ensure labor standards and teaching quality. At the same time, it has organized a review and grasped the number of students taking extra classes outside of school. The review shows that there are no students or teachers of the school who are teaching or taking extra classes in violation of Circular 29.
The school also organized for parents to commit to monitoring teachers and students to properly implement Circular 29. "The school's guiding viewpoint is that when teachers violate, they will be handled according to regulations, avoiding other teachers from violating, ensuring the highest benefits for students," teacher Nguyen Thi Phu affirmed.

Teacher Nguyen Tien Quang, Principal of Ngo Si Lien High School, said that Circular 29 creates a very good legal corridor, but to implement it, it requires the participation of commune, ward, and town authorities, and the police force to ensure security and order at the grassroots level. Teacher Nguyen Tien Quang also requested the Ministry of Education and Training to study and issue regulations on handling violations of regulations on extra teaching and learning.

Speaking at the meeting, Deputy Minister of Education and Training Pham Ngoc Thuong highly appreciated the proactive spirit, the methodical, gentle, serious and effective implementation of Circular 29 by the Bac Giang Education sector, especially the strict and strict implementation from the grassroots level. “The consequences of rampant extra teaching and learning are not new, nor are the regulations governing extra teaching and learning. Circular 29 had its difficulties when it was issued, but the education sector has deep faith that implementing this Circular well will bring good values,” said the Deputy Minister, while sharing the highest goal that the Ministry of Education and Training and the education sector need to persevere and work together to implement, which is to teach the main curriculum well, teachers and students go to school to do their job properly and be happy.
To implement Circular 29 and effectively manage extra teaching and learning in both the short and long term, the Deputy Minister suggested that the Bac Giang Education sector continue to do a good job of propaganda to raise awareness. Bac Giang is doing this well and proactively, wholeheartedly for students, so it needs to do even better. In particular, focusing on propagating the reasons for promulgation and the meaning of Circular 29; clearly explaining the consequences of extra teaching and the benefits of self-study; propagating the spirit of self-respect and self-esteem of teachers; propagating so that society understands that managing extra teaching and learning cannot be done by the Education sector alone...

Regarding professional solutions, the Deputy Minister directed to resolutely do well in formal teaching. “Managing extra teaching and learning cannot be done overnight, it requires perseverance. However, we cannot let it be difficult and not do it. When we do it well, the teacher-student relationship will be better, the coordination between school, family and society will be better, we will have a class of proactive, confident students, in accordance with the principles of education. Teachers should take full care of students in school,” the Deputy Minister emphasized.
With the way the Department of Education and Training of Bac Giang works, with a team of responsible managers and teachers, Deputy Minister Pham Ngoc Thuong believes that Bac Giang will best implement Circular 29, and well manage extra teaching and learning.
