Immediately after Circular 29 was issued, effective from February 14, many parents, although mentally prepared in advance, were still confused.
Can't teach, can't find people
Ms. Le Ha (36 years old, Thanh Khe district, Da Nang city) said that she and her husband have 2 children in grade 2 and grade 4. She is a businessman so her job is busy, her husband often goes on long business trips. Before, after school, her two children studied English, Math and Vietnamese on weekday evenings from 6pm to 7:30pm, and in the evening she only had to check and remind them to prepare new lessons. Now that extra classes are banned, after school, I am afraid that my children will be lost in their phones and TV at home.

Ms. Thuy Huyen (Cam Le district, Da Nang) is also struggling to find a tutor for her 3rd grade daughter. “Teachers don’t dare to teach extra classes, and I don’t know if I can teach students well. Some private school teachers agreed to teach but asked for several million VND a month. I have never seen such a difficult time,” she said in confusion.
Ms. Hoa (45 years old, in Le Chan district, Hai Phong) shared that normally in the morning she takes her daughter to school and in the afternoon she picks her up, which is quite convenient in terms of time of day. On the first day of implementing the new regulation, she had to ask for permission to go home early to pick up her child. She and her husband are both civil servants, so they cannot ask for time off in the middle of the day because it affects their work.
Ms. Hoa said she is researching some tutoring centers in the city center, but the number of qualified centers is very small and far from home. Meanwhile, the family does not have anyone to pick up and drop off their children regularly, so letting them go to tutoring by themselves is not safe.
She is also worried about the quality of teachers and the increase in tuition fees at the education center. Therefore, her family has not yet chosen the optimal option for her daughter to take extra classes. Ms. Hoa said that the family is researching the option of online tutoring at home.
Better teacher management
Mr. TV, Principal of a secondary school, acknowledged that Circular 29 brings many positive values: strict management of teachers, avoiding negativity in teaching and learning, encouraging students to study by themselves, to study hard... However, there are still some rigid points, such as: "Teachers who are teaching at schools are not allowed to teach extra classes outside of school and collect money from students for the students that the teacher is assigned to teach by the school". In reality, parents and students want to learn more from the prestigious, highly qualified teachers who are teaching their children, especially those who are striving to compete in excellent student competitions at all levels.
The teacher further analyzed that according to the circular, extra teaching and learning in schools cannot collect money from students. This causes disadvantages for students who do not have the conditions to study outside the school, typically students taking the 9th grade entrance exam to 10th grade. "If the school organizes classes for students, it must collect money to pay the teachers, but the regulations do not allow it. If it does not collect money, the budget will not have a source to pay," the teacher said.
Currently, the People's Committee of Da Nang City is reviewing to issue regulations on extra teaching and learning in the area, in the spirit of Circular No. 29, with the additional requirement that "extra teaching and learning are not allowed after 9:00 p.m. every day and on Sundays".
